Willi Meixner, Siemens: ‘People in Tatarstan know how to achieve a result as well as in Germany’

Top managers of TAIF holding met with representatives of the worldwide known Siemens concern in Kazan in order to talk about their common interests in upcoming ambitious projects: construction of a new energy source and Olefin Complex in Nizhnekamskneftekhim PJSC. A correspondent of Realnoe Vremya witnessed the negotiations.

Common work on power energy

The programme of the visit of Siemens representatives to Kazan was intense. At a meeting in the head office of his partner TAIF, Willi Meixner, who is the CEO of Power and Gas Division in Siemens AG, immediately marked new opportunities for further cooperation.

'Thank you for having us. We are satisfied with the cooperation with the Group of Companies, especially with Nizhnekamskneftekhim,' Willi Meixner told. 'It is known compressors convert power to energy. And we have an opportunity to expand our common work in this sphere. Our company creates energy units and delivers equipment: compressors, steam turbines, generators. And your upcoming project on the development of generating capacities gives us hope for our cooperation with us and ENKA.'

Turkish ENKA that mainly constructs industrial facilities was presented by Siemens as a reputable partner while constructing turn-key facilities.

'Anyway, there must be only one performer of the contract. So there is only one responsible person, and the work becomes more effective,' the director general of TAIF PJSC Albert Shigabutdinov reacted the offer of the concern. He also added he is waiting for an offer in the bid for the contract to construct generating capacities in Nizhnekamsk.

'I hope bidding documents will have been ready by the end of August. As usual, minimum investments, maximum economic effectiveness and reliability, of course, are the main requirements. This year we need to choose a contractor, sign an agreement and start the fulfilment of the project. The chairman of the board of directors of Nizhnekamskneftekhim PJSC, deputy director general of TAIF PJSC on Management and Strategic Development of NKNKH Vladimir Busygin and the deputy director general of TAIF PJSC on Power Engineering and IT and chairman of the board of directors of TGC-16 PJSC Ruslan Gizzatulin have been working on many details for two years. It is planned to finish the project in 2019,' Albert Shigabutdinov presented the modus operandi.

Innovative offers for future cooperation

The ending bid on the contractor general for a big project on the construction of an ethylene complex consisting of four stages was the second issue that concerned the heads of TAIF. Earlier the configuration of the project presupposed two stages only at 600,000 tonnes of ethylene per year each. The project is still estimated at $9bn. The first stage is $3bn.

'At the moment the tender is selective. We informed every company that is taking part in the competition in advance we had negotiations with it. It is important these companies take into account your equipment in their specifications,' Albert Shigabutdinov noted. He emphasised there are clashes, units are needed to be tuned up again while using the equipment made by different companies. It is a loss of time and money. Taking out a loan for the period of the contract via an export and credit agency is another term of the tender.

Siemens did not mind any of these clauses. Willi Meixner noted the republic is one of the leading regions in Russia. 'People in Tatarstan are able to work and know how to achieve a result as well as in Germany,' Mr Meixner connected TAIF multisectoral holding with German Siemens concern.

'Indeed, Siemens is very interested in strategic projects of TAIF. And we hope we will be able to offer them something innovative. Here it is important that Siemens is also a Russian company that has been working in our country for over 160 years. It adopted all local traditions and the lifestyle. It assures us that TAIF and we may have a long-term cooperation. Yes, we already work except the upcoming big projects. We deliver automation equipment,' Siemens CEO in Russia Dietrich Moeller told Realnoe Vremya after the end of the meeting.

TAIF Group of Companies and Siemens have been closely cooperating since May 2014 when there was signed an agreement at the SPIEF. Siemens has delivered equipment for the constructing Heavy Residues Deep Conversion Complex in TAIF-NK PJSC in recent time. The concern also built an ethylene compressor in the HD Polyethylene Plant and reconstructed LP Polyethylene Production and Conversion Plant in Kazanorgsintez PJSC.

Electrical equipment of Siemens is used in the building innovation Gas Turbine Unit with a capacity of 388,6 MW in the Kazan CHP-3. At the same time the company continues its cooperation with Nizhnekamskneftekhim PJSC. In particular, it takes part in the reconstruction of the electrical distribution equipment and steam turbine drives of the rotating equipment that produces divinyl and butadiene as well as other types of equipment.
