Additional workforce for the Turkish projects in Tatarstan

The Ministry of Labour of the Russian Federation offered to extend the list of companies that can employ the citizens of Turkey at the expense of Tatarstan companies

Six Turkish projects in Tatarstan can get permit for attracting labour force from the homeland. These companies together with two more projects from other regions may be included in the expanded list. In this case, almost all existing projects of Turkey in Tatarstan will receive a 'green light'. However, it concerns only dozens of top managers mainly.

'The green light' for Turkey at all Tatarstan projects

Running at full speed warming of Russian-Turkish relations in the near future may affect the industry as well. The Ministry of Labor has offered to expand the list of employers who are not covered by the ban on the attraction of Turkish citizens, not employed by the listed employers as on 31 December of 2015. According to the document published on regulation.gov.ru, the list, which previously consisted of 53 companies, may include other eight companies.

The six of them are registered in Tatarstan. We are talking about the residents of the SEZ Alabuga, Automotive Glass Alliance Rus JSC, Trakya Glass Rus and the potential resident Plentamak PLC. The Turkish citizens are also offered to work in Naberezhnye Chelny, in Koluman Rus PLC and Tirsan Kardan PLC. The list also includes LMR Plast PLC from Kazan. Among other regions, according to RIA Novosti, the permit may be obtained by Martur Automotive Siting end Interiors PLC from Ulyanovsk and Özgür BRICS PLC from Penza.

At the same time, the number of Turkish workers should not exceed the number of employees among the number of Turkish citizens as on 31 December of 2015.

As the Consul of Turkey in Kazan Turhan Dilmac told Realnoe Vremya, after the expansion of the list we can tell that the right of recruitment of Turkish workers will be obtained by almost all enterprises, which previously employed Turkish citizens. Mr. Dilmac also expressed hope that it may be followed by the lifting of sanctions against industrial enterprises.

9 out of 53 – Tatarstan projects

In December, when the restrictions on the activities of Turkish companies and Turkish citizens in the Russian Federation were adopted, only 15 regions managed to defend the Russian-Turkish projects. At the same time, most of the list (nearly 40 companies) are the companies from four regions. Most of them are from Moscow or the Moscow region (22). Tatarstan won back nine projects. Saint Petersburg – seven.

Among the Tatarstan-Turkish projects, the list includes virtually all current residents of the SEZ Alabuga: the timber processing plant Kastamonu, the production of toilet paper HAYAT KIMYA, the production of parts for car bodies Coşkunöz Alabuga, the plant for production of plastic pipes Design Rus, the energy company AMARA PLC, the construction company RM-STROY. According to Mikhail Mironov, the head of PR department of the SEZ Alabuga, as on 1 October of 2015 the SEZ Alabuga employed only 82 Turkish citizens.

The plant Ford Sollers Holding in Naberezhnye Chelny also turned out to be on the list, previously it was not in the number of employers for Turkish citizens. Among the companies that received the opportunity to work with the Turkish builders are Polistroykapital, which is engaged in the reconstruction of Shamovki, and Gemont PLC, building the complex of deep processing of heavy oil residues.

However, a series of new projects remained behind. Among the working Russian-Turkish projects the list did not include Koluman, the glass factory Alabuga and Sunrise City in Naberezhnye Chelny. The extended list misses only the latter, whose owner is Hayat Holding, however, it has quotas for the factory of toilet paper.

Is the list extended due to the top managers?

Interestingly, that that time for some reason it did not include the current residents, the glass plants Automotive Glass Alliance Rus and Trakya Glass Rus. But Plentamak was not included in the number of other potential projects, not launched in Alabuga yet. Apparently, now the new plant will be given 'the green light' and the project will be implemented. However, it is still unclear how the company will avoid the term of preservation of the number of Turkish workers as on 31 December 2015, when production was not started yet. According to Mikhail Mironov, the head of PR department of the SEZ Alabuga, the project is still under consideration at the Supervisory Board due to the previously imposed quotas.

It is possible that the inclusion of these companies is a formality that is necessary in order the Turkish top managers of these projects would not drop out of the legal field and could continue to lead the projects on site. As they told Realnoe Vremya in Tirsan Kardan, a resident of KIP Master, there are no Turkish workers in the company, and only the CEO, working visa of whom is open for another three years, is a citizen of Turkey. In December of last year, Koluman also adhered to approximately the same position, it was not in the initial list but may be included in the extended one.

The leaders of the Automotive Glass Alliance Rus and Trakya Glass Rus are also citizens of Turkey. According to Mikhail Mironov, two companies employed 27 Turkish citizens in total. After 31 December of 2015, they continued to work until the completion of the contracts but they could not prolong them. Now they also have such opportunity.
