Cadre compromise: the head of UAC Yury Slyusar raised the status of the director of Kazan Aviation Factory
After the successful flight of Kazan Tu-214R to Syria, the Ministry of Defenсe will order from the Republic the third special flight
As it became known to Realnoe Vremya, on 29 June, the president of the United Aircraft Corporation Yury Slyusar visited the Kazan Aviation Factory named after S. P. Gorbunov. The day before he was to approve the newly elected Aleksander Konyukhov on the post of the General Director of Tupolev PJSC, after that the new head of the Kazan Aviation Factory was to be appointed. Contrary to the expectations, at the open meeting with labour collective of the plant Yury Slyusar awarded the 17 best specialists of the plant who serviced the reconnaissance aircrafts Tu-214R during the Syrian operations but said nothing about the long-awaited decisions.
The task is to bring Tupolev at a break-even level
About the new appointments in the leadership of the Tupolev company, which combines the design and construction of the special-purpose aircrafts of Tu family and heavy attack aircrafts of the Air force, it became known in the morning of 30 June. In the press release of the company it is said that on 28 June of this year, the Board of Directors of Tupolev PJSC on the proposal of the Board and the confirmation by the Board of Directors of the United Aircraft Corporation approved the appointment of Aleksander Konyukhov as the Director General of Tupolev PJSC (unites the design bureau in Moscow and the Kazan Aviation Factory named after S. P. Gorbunov).
'The main tasks of the new General Director of Tupolev PJSC are the unconditional fulfillment of state contracts of the Ministry of Defence of the Russian Federation, the Ministry of Industry and Trade of the Russian Federation, conducting deep technical re-equipment of the company, the development of human potential, the bringing of Tupolev PJSC at a break-even level of activity,' the release quotes the President of UAC Yury Slyusar. What is the term of the contract is not reported, but, probably, for three years, according to the regulation on the management bodies of Tupolev PJSC.
The compromise
Aleksander Konyukhov with the appointment as the head of the Tupolev company does not lose the leading positions in the structure of the UAK as well. However, previously he occupied the post of Vice President for programs and strategy of the Corporation, but now his responsibilities in this position will be reduced to the field of production of aircrafts for strategic and special purposes. According to the official message, 'Aleksander Konyukhov will also take the position of Vice President for strategic and special aviation in the UAC PJSC.' However, here his powers overlap with the responsibilities of Vice President for state aviation for special purposes Sergey Gerasimov, a native of the Defence Ministry.
With the change of the leadership of the Tupolev company, the intrigue was finally resolved with a candidate to the head of the Kazan Aviation Factory — the branch of Tupolev PJSC. It is Nikolya Savitskikh, who, according to the official message of the company, will occupy the post of the First Deputy Director General — the director of the Kazan Aviation Factory named after S. P. Gorbunov — the branch of Tupolev PJSC. Probably, the status of the First Deputy Director General of Tupolev PJSC has become a compromise to hold Nikolya Savitskikh at the Gorbunov Kazan Aviation Factory.
The personnel changes in the Tupolev coincided with several high-profile scandals in the aviation industry. According to the federal media, in the framework of the case on real estate fraud in the Russian Aircraft Corporation MiG (a part of UAC) it was arrested the former Director General of the subsidiary of the MiG — MiG Rost — Aleksey Ozerov and the Deputy Director of Tupolev PJSC Egor Noskov.
Everything was determined at the eleventh hour
According to the sources of Realnoe Vremya, this cadre scheme was finally approved at the eleventh hour. The impression was that exactly for this reason Yury Slyusar did not introduce new appointees at the meeting with labour collective of the plant, where he flew from Moscow at the end of his working day. Together with him there arrived the then Vice-President of UAC for strategy Aleksander Konyukhov, ex- Director General of Tupolev Nikolay Savitskikh and Vice-President for maintenance of aviation equipment of state aviation Aleksander Bobryshev.
Interestingly, at the meeting the only representative of the Republic was the deputy head of the Ministry of Industry and Trade of the RT Ildar Mingaleyev. There was neither the Ministers nor the aide to Tatarstan President Ravil Zaripov, who supervises the Kazan Aircraft Factory.
As the press-service of Tupolev PJSC reported, on 29 June, the meeting under the chairmanship of the President of UAC PJSC Yury Slyusar took place at the Kazan Aircraft Factory named after S. P. Gorbunov, the branch of Tupolev PJSC. They discussed the state of implementation of projects on the reconstruction and technical re-equipment of the Kazan Aviation Factory and other enterprises of UAC PJSC, the production of Tu-214 special purpose aircrafts, as well as the repair and modernization of strategic aircrafts — Tu-22MZ and Tu-160M.
The heroes of the Syrian campaign
Later, at the aerodrome of the Kazan Factory Yury Slyusar hold the ceremonial award of the employees of the enterprise with the departmental awards of the Ministry of Defence of the Russian Federation. 17 workers of the enterprises were awarded. They serviced the reconnaissance aircrafts Tu-215R and strategic bombers Tu-160M and Tu-22MZ during the Syrian campaign. According to him, the new-brand aircraft of radio-technical and optical-electronic intelligence Tu-214R appointed to monitor the military activity of the enemy, has met the expectations.
In February of this year, Tu-214R made its longest foreign voyage and landed at the Khmeimim aerodrome in Syria. It was possible to follow in real time its flight on the website Flightradar24. The aircraft took off from the airfield of the Kazan Aviation Factory named after Gorbunov and flew to Latakia through Iran and Iraq.
