‘TAIF has ensured 10 out of 12 billion rubles of tax revenue’

Tatarstan asked to allow the regions-donors (the regions that do not receive financial support from the Federal Fund of financial support of constituent entities of the Russian Federation) to invest in the economy of the neighbours on the terms of reservation of the control stocks of new enterprises by the authorities of the Republic

On Tuesday, at the session of Tatarstan State Council the deputies discussed the budget in 2015 with a hole at 7 billion rubles, the tax initiatives of the Ministry of Finance, aimed at the stimulating of small businesses. The speech of Rustam Minnikhanov in the Council of Federation about federalism did not remain without attention; also, they touched upon the people's militias and child suicide.

TAIF, Tatneft and Kazan Helicopters have saved the budget

The most discussed issue was the implementation of the budget in 2015, which was reported by the Minister of Finance of Tatarstan Radik Gaizatullin. The duration of the report can be compared with the governmental hour, despite the fact that this budget is already in the stage of implementation, it raised more questions from the deputies than the project.

In the report, Gaizatullin told in details about all items of the budget, concluding his speech with a request to approve the figures at 203.9 billion of revenues and 211.021 billion of expenditures with a deficit at 7 billion rubles. Despite the abundance of questions, in general, the deputies were satisfied with the report. Marat Galeyev even asked to announce the 'breadwinners' — the enterprises, which have largely maintained revenues.

'2015 — we had a sharp drop in oil prices, and the price for it was much lower than the forecast. However, the income tax (it was expected a reduction), but it turned out the growth — 22%. The society should know who have contributed to the growth of profit tax, what companies are the breadwinners?' asked Galeyev.

Radik Gaizatullin confirmed the revenue growth at 22% (or 12.9 billion rubles).

'About 10 billion out of 12 were provided by the group of companies TAIF. Here I must say that Nizhnekamskneftekhim and Kazanorgsintez have provided more than 6 billion; Tatneft and small oil companies — more than 4 billion. Also we have Kazan Helicopters plant, which has provided about 700 million,' told the Minister of Finance of Tatarstan.

The Minister also touched upon the topic of Republican debt, which makes up 91.3 billion rubles, it is lower than last year, 1.9 billion. Nevertheless, it is one of the highest figures among the subjects of the Russian Federation.

Commenting on the budget implementation, Farid Mukhametshin noted that the overall implementation can be considered as satisfactory, except for some shortcomings. In the end, the implementation of the budget was approved.

To reduce those standing with 'a big spoon'

Special attention during 'the budget hearings' was paid to the issue of income distribution between regions and the centre. The co-rapporteur of Gizatullin the chairperson of the Committee on budget, taxes and finance of State Council of RT Leonid Yakunin noted that each ruble received from federal transfers in the reverse direction there have been transferred 7.5 ruble of fiscal payments by the taxpayers of the Republic.

'Let me remind you that the budget revenues were approved at a price of $100 per barrel and the rate at 37 rubles per dollar,' said Yakunin.

The leader of Tatarstan communists Khafiz Mirgalimov also touched upon the topic of income distribution, and the speaker of parliament recalled the failed speech the day before of the President of Tatarstan in the Federation Council.

'I have also posed this question, and said — let's get back to that there would be an incentive to develop the tax base. There are investments, but they are few, we have to borrow. If you take a loan at 100 million — it must be repayed. But if you take 100 million, build a tax base at 100 million and most of them give to the federal center (the less one remains to your), it is impossible to service the loans. Many regions refuse. The fewer donor regions are getting, the less revenues in the revenue part of the budgets,' commented on the subject during a press conference with journalists Farid Mukhametshin.

As an alternative, he spoke about the initiative to allow the regions-donors to invest in the economy of the neighbors in the terms of reservation of the control stocks of new businesses by the authorities of the Republic.

'From additional income that we receive, allow us to expand the tax base, helping the subjects-donors that are near Tatarstan. We will enter there with these investments, with the permission of the federal government, will create an additional tax base in regions where there is no developed industry (but on the term that a majority of these enterprises will be ours), and thus we would reduce those standing 'with a big spoon' in front of the Federal Ministry of Finance for subsidies,' said Mukhametshin.

Patents will reduce tax burden by 20-30%

Besides, the State Council unanimously approved amendments to the electoral code, adopted new proposals of the Ministry of Finance for improvement of the patent system that should stimulate recovery of small businesses from the shadows. According to Finance Ministry's estimates, the reduction in the tax burden is expected from 20 to 30%. On the questions of the communists about why Tatarstan is lagging behind neighbours in the field of the patents use (up to 7 times), Radik Gaizatullin noted that the amendments are aimed at reducing these figures.

The State Council also discussed rather controversial draft bills related to the development of Voluntary national militias. The Chairman of the parliament was very critical about the process of creating militias and called to intensify efforts to reduce the number of their participants.

A criminal case on each fact of a child suicide

During the governmental hour, the Vice Prime Minister Vasil Shaikhraziev reported on prevention of child neglect. The speaker spoke about the general positive dynamics in the matters of juvenile delinquency. However, the figures caused confusion of Hafiz Mirgalimov, who asked to comment on whether the above statistics is connected with the fact that parents have to earn a living all day thus leaving children to themselves. The rapporteur on a fairly long tirade (Mirgalimov's microphone was even turned off) replied briefly: 'including this'.

He touched on the problems of child suicides. The Cabinet of Ministers, as it turned out, see a rather unexpected solution scheme of the issue.

'I would like to thank the head of Investigation Department in the Republic of Tatarstan who has accepted the suggestion: to open a criminal case on each fact of suicide and to investigate the cause of a suicide,' said Vasil Shaikhraziev.

Whether parents and teachers will get under the millstone of the criminal prosecution, or investigators will be looking for, for example, the creators of the so-called 'groups of death', the speaker did not specify. Farid Mukhametshin noted that each case should be discussed in the schools with parent committees and teachers.
