Tatarstan promised a film studio and alternative fuel from waste
Tatarstan Investment Council has approved the transfer of land without bidding to the developers of problem objects, Nuriev’s Clinic and industrial parks
Rustam Minnikhanov have considered several key investment projects that are expected to be implemented in Tatarstan in the next few years. Read about the possibility of the appearance of a film studio and other projects presented at the meeting of the investment council in the republic in the material of Realnoe Vremya.
Two plus four and carry two in the mind
The president has been presented two new large-scale investment projects and four projects to provide land for rent without bidding. The cost of the projects has not been disclosed — it is commercial classified information, but Realnoe Vremya has found out their main “tactical and technical characteristics”.
Besides, the meeting of the council discussed the progress of the implementation of already approved projects — the construction of the medical rehabilitation centre in Kazan by Premiumstroy PLC, Moscow, and the reconstruction and modernization of medical oxygen storage and supply systems in the medical institutions of the republic Air Liquide PLC, Moscow.
As it turned out, both projects are still being coordinated in different agencies, and the president of Tatarstan has instructed to speed up this work and help investors, especially in terms of coordination of documentation. According to him, The work with investors affects the formation of the investment climate in the region as a whole.
A film studio project
The project of a full-cycle film studio, which was proposed to create in Tatarstan by the founder of KD Studios, producer Yevgeny Melentyev, as they specified in the press service of the president of the Republic of Tatarstan, is to pay off within 6-7 years.
Presenting the project, the producer explained that Tatarstan has opportunities to attract and train highly qualified specialists for the production of video content and, in particular, computer graphics. Tax benefits and the interest of the region in the project are also determining factors in the implementation of the investment project.
The experience of KD Studios, which produces high-quality full-length films in the genres of action, fantasy, fantasy and adventure, focused on both Russian and international markets, is interesting for Tatarstan because it is going to create new high-tech jobs and attract creative youth.
The president of Tatarstan has supported the initiative to create an innovative film studio.
The energy of waste
Another large-scale project — the construction of bioenergy complexes — has been proposed by the owner of Evobios PLC, St. Petersburg, Alexander Podsekin. We are talking about the pilot project for biogas complex, the serial production of which the company began in 2018, at the Tatarstan enterprises of the agro-industrial complex.
As Podsekin explained, the eco-friendly and compact biogas reactors of Evobios provide the processing of organic waste of animal husbandry, poultry farming, crop production, food industry, as well as water utilities within one day. At the exit of the bioreactor, organic fertilizers are formed and biogas is released — an alternative, environmentally friendly energy source, the analogue of natural gas. Podsekin said that the complexes for processing organic waste have already been installed at some agricultural enterprises in the Leningrad Oblast.
From the perspective of a potential investor, Tatarstan is particularly attractive for the implementation of this project as it is one of the leading regions of Russia in the production of agricultural products and has a good geographical location — in the centre of the most developed agro regions of Russia. The latter circumstance makes the republic “economically and logistically optimal point for the creation of production and service centre of Evobios equipment”. If the experiment is successful, the geography of enterprises equipped with biogas complexes will be expanded.
Tatarstan President Rustam Minnikhanov found the project interesting and appointed the ministry of ecology and natural resources of the Republic of Tatarstan as its supervisor. He instructed the republican ministries — the ministry of ecology and the ministry of agriculture to form a working group to comprehensively study the project.
Projects with social component
The investment council considered and approved a number of projects relating to the provision of land plots for rent without bidding.
The first plot is provided to Komosstroy Holding PLC for its commercial project — the apartment residential building with underground parking on Gubkin Street in Kazan. For free land from the Republic of Udmurt, the developer has undertaken to finish the problem object in the neighbourhood — the hoodwinked investors of MChS residential complex have long been waiting for the entrance of KOMOS on the site of the unfinished construction — the house No. 2.
It has also been approved the provision of compensation land for Ak Tash company, which on the same terms is completing the construction of the houses in the residential complex Molodyozhny on Noksinsky Spusk.
The project of the urogynecological high-tech medical centre at Nuriev’s Clinic also has a social aspect. The representative of the private medical institution explained the need to build a new building on the territory of Kazan: “Many of our patients need treatment with a 24-hour stay in hospital. Therefore, there was a need to create its own high-tech medical centre with highly qualified personnel of the urogynecological specialization.”
Promyshlennaya Ploschadka Zelenodolsk industrial park has requested for an additional land plot for rent in Zelenodolsk district for further development. It is planned to create a logistics centre of Ozon — the wholesale and distribution centre is needed for storage and sorting of consumer goods. The argument in favour of Ozon — the project will create new jobs and expand the economic development potential of Zelenodolsk district, and entrepreneurs of the republic will receive an additional sales channel.
The land plot for the expansion of the Saba industrial park in the settlement of Bolshie Saby is allocated for the purpose of “stimulating small and medium-sized businesses to build new production facilities and implement new investment projects through preferential provision of land plots with ready-made engineering infrastructure”, the press service of the president of the Republic of Tatarstan explained. “Three residents are already operating on the territory of the industrial park, 52 jobs have been created. The territorial expansion and expansion of infrastructure, according to the estimates of representatives of the industrial park, are to increase the indicators (the number of residents and the number of jobs) by 10 times.”
