Sustainability rating: Alabuga makes Tatarstan the sole leader

But Bashkortostan continues to lose points due to the transfer of Bashneft to the control of Rosneft

Tatarstan has taken the first place in the November ranking of sustainability of the regions, having received the highest points due to several major economic events. The list of negative events includes only the rallies of equity holders and the scandal with Vice Mayor of Moscow Marat Khusnullin. The most important event the experts continue to consider the situation around Bashneft. However, the special attention in the rating was given to the protests and rallies.

The Petersburg Policy fund in its new sustainability ranking of the regions noted that by the end of the year the political conflicts has increased around fiscal issues. The contradictions are growing in the formation of regional and municipal budgets — especially giving the trend of centralization of cash flows in the Federal Treasury. ''In this regard, it is worth noting that in the background of a relatively calm discussion of the federal budget, November was marked by the aggravation of the political situation in some regions where the governors, on the one hand, were under threat due to the redistribution of funds to the federal level (we are talking about the seizures, very sensitive for many, of 1% of the incomes from the profit tax), and on the other — felt the pressure of the municipal elite, who also facing the risk of default of budgetary obligations,'' the report says. As examples the experts cited conflicts in Irkutsk, Ulan-Ude, Novosibirsk and Veliky Novgorod.

In the report of experts the list of 30 major events and the tables for each region were added with the list of resonance social protests in the regions in November 2016. However, it includes mainly rallies of not even regional but local level.

The situation around of Bashneft still dominates

The fund again put the situation around Bashneft the main event in November — the transition of the company under the control of Rosneft. For the second straight month, Bashkortostan has been losing positions in the ranking due to the main oil player in the region.

Besides, in the top 30 events affecting the sustainability of the regions in the Volga Federal district the experts included the agreements between governor of the Nizhny Novgorod Oblast Valery Shantsev and Vice speaker of Legislative Assembly Oleg Sorokin on the issue of inter-budgetary relations and the conflict over the appointment of the head of management of Federal tax service of the Mari El Republic.

Tatarstan has become the most sustainable

The highest points in the November rating was received by Tatarstan — 8,5, adding 0,1 point to the last month result. In the result, the Republic has headed the whole rating and a list of regions with maximum sustainability.

To the positive developments in the region, the experts attribute primarily the economic events: the beginning of construction in SEZ Alabuga of two new factories – IGS Agro and August-Alabuga, the approval by the Supervisory Board of SEZ Alabuga of the projects of four new residents with a total investment of 1 billion rubles, as well as the signing by the government of Tatarstan and JSC OKHK Uralkhim of a long-term agreement on the supply of mineral fertilizers and the foundation a patrol ship Victor the Great for the Russian Navy at the Zelenodolsk plant named after Gorky. Traditionally this list has included business visits of Rustam Minnikhanov and region ratings. Against the background of real economic events, the inclusion in the list of the suggestions Minnikhanov to launch in Kazan the pilot project for corporate services of the budgetary institutions by Uber looks a little strange.
