Shaikhutdinov: 'We don't make it public. But we plan to launch the first Tatar OS in March'

The head of the Ministry of Communications of Tatarstan told about e-services, national OS and messenger for functionaries

In Tatarstan, people got acquainted with IT and started to use the portal of state services of Tatarstan, which has being actively implemented and developed in recent years, more. An almost two-fold growth of indicators in all areas became the result. However, Kazan is only fourth on the list of the most active cities. Nevertheless, apart from the state services portal, the Tatar-speaking population will have a new surprise. In a talk to a correspondent of Realnoe Vremya, the minister of Information and Communications of Tatarstan announced the launch of the first OS in Tatar.

The Ministry of Information and Communications of Tatarstan did not expect such an activity of the residents of Tatarstan on the page of the state services of the republic. Minister of Information and Communications of Tatarstan Roman Shaikhutdinov told about it at a briefing dedicated to the results of the portal's work.

'We planned a bit less. We are glad about the results. But we are dissatisfied because we planned wrongly,' the minister answered Realnoe Vremya's question.

This year 66 million services have been provided. It is 1,4 times more than in 2015. The number of authorised users has made up 1,794 million people, which is 1,2 times greater in comparison with 10 months in 2015. The number of people who started to make appointments in hospitals and social establishments has almost doubled. But it doesn't cancel the fact that at least in hospitals the e-queue doesn't work. Actually, there is a mess, and people have to wait for hours to see their doctor.

Naberezhnye Chelny became the leader among the cities and districts. According to the statistics given in the ministry, one person has 9 services on average. Nizhnekamsk District is on the second place. As strange it might sound, Saba District was third. And it is followed by Kazan.

Roman Shaikhutdinov says that about 17-18 million rubles are annually spent to support the portal. Now the portal offers 240 services. In addition, payment of state duties, filling a complaint to the justice of the peace and payment for dwelling with communal services for eligible beneficiaries will have appeared by the end of 2016. Monthly subsidies for large families, grants and subsidies for units of SMB will also be granted on the page.

'At the moment the attacks did not cause any pecuniary loss'

8,374 billion rubles have been paid for services through the state portal this year. It is 1,7 times more than last year. In answer to a question of Realnoe Vremya, Roman Shaikhutdinov told that this year hackers tried to hack the site several times. They wanted to harm the work of the resource. There has not been any case when they tried to steal the portal users' money with the help of new technologies.

'They tried to hack. Special investigations were held. I remind that the Government of the Republic of Tatarstan and the infrastructure that communicates with citizens are protected by internal services and controlled by attracted consultants like Kaspersky Laboratory.'

According to him, any hack presupposes unusual actions. The job begins as soon as such unusual actions are noticed.

'At the moment the attacks did not cause any pecuniary loss. The majority of the attacks are connected with an attempt to make harm, not make money,' told Shaikhutdinov. Indeed, it will be uneasy to hack the site in order to earn money because it simply doesn't keep the data of card holders. Acquiring bank — AK BARS — keeps it. It is responsible for financial transactions. Information safety system is also applied, of course.

In addition, any financial transaction is coded in 3D-Secure system, which doesn't allow another person to withdraw the card users' money.

Meanwhile, Open Mobile Platform IT company settled down and is developing in Innopolis amid constant talks about import substitution. The company is creating its own OS based on Sailfish (Finland). As Roman Shaikhutdinov told Realnoe Vremya after the event, the company feels good in the scientific city — it is working and developing. The minister already has their two phones based on Russian OS. Moreover, they are going to launch the first OS in Tatar next year.

'This job has being carried out for about a year. We don't make it public. But we plan to launch the first Tatar OS in March,' told the interlocutor of the newspaper.

Speaking about Russian Sailfish OS, the interlocutor noted it worked within the market conditions. And phone makers should take it into consideration.

'Sailfish is an operating system between IOS and Andriod. It has several unique gimmicks. And it is more open. The OS allows to create its own inner contour. If all the information connected with IOS and Android is kept by companies who produce them, in case of Sailfish OS, you can keep it yourself. The producer of the OS doesn't know your data.'

It should be noted that the creation of the Russian OS based on Sailfish was estimated at 2,2 billion rubles. The state will expend 1,89 billion of the sum.

Shaikhutdinov will be first to install a messenger for functionaries

The minister of Information and Communications of Tatarstan also commented plans of the government for the creation of messengers for functionaries. Realnoe Vremya wrote that Tatarstan as well as other five Russian regions confirmed its participation in pilot tests of state messengers designed for functionaries' work-related correspondence.

Internet Development Institute plans to end the test in January 2017. Then the creators will be given a product requirements document (PRD). They will be improving the messengers till the end of the next year according to the tasks.

'Now the ball is in the messenger designers' court. They need to prepare its release that will be tested. Now it is under way. We send our offers based on PRD. We defined the pilot group that will be tested,' the minister commented. According to Shaikhutdinov, he will be first to install this messenger.
