A helipad, yacht club and couple of mini-football fields are expected under Kazan Arena

The representative of the pool of investors, Director General of Aerosoyuz-Development Timofey Matison, has recently presented the general plan for the improvement of the coastal zone of the Kazanka river at the total value of 1 billion rubles at a public hearing in Kazan. However, as Realnoe Vremya found out, it won't come to a great transformation: investors are extremely pressed for time, and by the beginning of the Confederations Cup 2017 they will have the time to improve only the investment area.

After a public hearing on Monday, they adopted a decision on the transfer of the coastal zone of the Kazanka river from the category of the protected area (P1) into the recreational landscape zone (P3), which will allow to start specific construction works around the stadium Kazan Arena. ''Having come from Moscow and walking along the waterfront, I saw mud, the reeds, where people get drunk and wash their cars,'' said during the presentation of the project Timofey Matison. ''In terms of ecology it's much worse than expected.''

Now the coastal zone of the Kazanka river at a length of 2.5 km has the status of ''especially protected natural territory'', which prohibits to conduct any construction works. Environmental ''taboos'' were imposed 4 years ago when they wanted to open the Universiade Park around the football arena, but abandoned the idea. Only the forthcoming qualifying matches of the Confederations Cup 2017 in June once again forced to return to the empty concrete spaces adjacent to the famous stadium.

As the commercial director of Kazan Arena Bulat Litvinov reported Realnoe Vremya, by 2020, the volume of investments in the improvement of the coastal zone of the Kazanka river will be 1 billion rubles.

They called investors to the place of the Universiade Park

Presenting the concept of improvement, Timofey Matison told that it will consist of three sections, which will be located in the area of responsibility of different investors. In the first part near the Kazanka river, there will be held a complex of works on gardening, with the consequent strengthening of the banks. ''In a nutshell, clean landscaping at the beginning of the coastal zone will be restored within the historical borders (in other words, how it was before the construction of the stadium),'' told Matison. ''Also, there will be held the bank protection with the system of drainage". In the green area, there will be a park, a butterfly museumwill be opened. The main attraction of the waterfront will be the world's longest bench of 2 km away.''

In the entertainment area, ''the guys from the city of Kirov'' (we are talking about investors of Dinopark) are planning to place leisure recreation area for families: observation tall towers, a children's amusement park with game halls and rooms. The preliminary area is 6-7 hectares, although the exact boundaries have not been delineated yet. ''This project is technically complex and will take a comprehensive examination, it will receive an assessment of the impact on the environment,'' he said.

The company Aerosoyuz-Development will build on the investment area. It will house a multifunctional leisure and entertainment complex with a small helipad, yacht club and mini-fields for football. On water, there will be built a swimming pool for water skiing. This part of the coastal zone should appear by the beginning of football matches. ''Our goal is to finish by the Confederations Cup 2017,'' said Timofey Matison to Realnoe Vremya.

Between these two areas, there is uninteresting area, which will be improved by Kazan Arena itself, but without it, those will not stand in one chain. The administration of the stadium have already applied for a permit to conduct work on the improvement.

Visiting helicopter companies

The company Aerosoyuz in November of last year announced the investment project ''The construction of a helicopter pad center and a tour site in the city of Penza''. Earlier, in October 2016, Governor of Oryol Oblast Vadim Potomsky and Director General of Aerosoyuz-Development PLC Timofey Matison in Moscow signed an agreement on the project on creation of helicopter infrastructure.

According to it, the company is to invest in the project in the period from 2017 to 2020 not less than 450 million rubles.

According to the service Spark, Aerosoyuz-Development PLC was established in March of 2016. It specialises in ''the preparation for sale of own real estate''. The company is controlled by Dmitry V. Klimchuk (51%) and Mariya B. Aleksandrova (49%).

Klimchuk is the founder and director of Aerosoyuz Technik, Aerosoyuz-Development, the helicopter company Aerosoyuz, the Helicopter Center, Nevasoft Studio, Development of the business systems.

The president's order is expected on 3 March

There is little time left. The change of the category of the use of the site will be the first step in this direction. ''Our project meets the specified kind of use of the site, and if everything goes well, then a lease agreement for 49 years can be signed in a week,'' said Matison. But the start will be given only at the Investment Board on March 3, where investors will defend the projects in front of RT President Rustam Minnikhanov.

If it gets approval, they will sign an investment agreement with the lease agreement. ''There is a condition that if within three years the investor does not develop the territory, the land is withdrawn without compensation of the costs incurred. This is correct. It is our responsibility,'' agreed Matison.
