Analytics of Realnoe Vremya: top-10 public sector customers and general contractors of Tatarstan in 2015
Realnoe Vremya continues to keep track of Tatarstan public procurements. A year ago we wrote about 10 largest contractors of government procurements and 10 largest customers. Previous year has brought some changes that have affected mostly government procurement's contractors. The most resource intensive spheres are connected with building construction and the roads, as before. But expenditure on medicine has increased and expenditure on education and science has decreased.

The top-3 leading companies of Tatarstan in public procurements' amount have not changed, thus, the companies have changed with places.
The largest public sector customer in Tatarstan is SBI (state budget institution) Main investment-construction administration of the Republic of Tatarstan (GISU RT). In a year the RT Ministry of construction, architecture and housing's structure climbed up from the 3rd to the 1st place, having increased the total procurements' amount half as much again – from 18.5 to 28.2 billion rubles.
The 2nd place – fallen from the 1st place SBI Main Transport and Roads maintenance and development administration under the Ministry of Transport and Roads of the Republic of Tatarstan. Procurement's amount decreased by a quarter on last year and accounted for 18 billion rubles.
The 3rd place took another Road institution – the Federal Motor Roads administration in Volga-Vyatka region of the Federal Road Agency. Last year this body was the 2nd, procurement's amount decreased by 26%, to 14 billion rubles.
The last five among seven largest customers haven't changed in compare with 2014. Two new ones in the top-10 – SBI Directorate for funding of scientific and educational programs on road safety of the Republic of Tatarstan, that climbed up from the 11th place to 7th and increased procurements' amount by 20%, and the Tatarstan Regional Clinical Cancer Center, risen from the 18th to the 9th place with increased procurements' amount by 57%.
The Tatarstan Regional Clinical Cancer Center turned out to be in the top-10 purchasers on procurements' amount increase. The 2nd place — GISU RT with increase half as much again, the 3rd place – the Ministry of Health care of RT with one-third increase of procurements' amount. The Main Transport and Roads maintenance and development administration has the largest decrease in procurements' amount (by a quarter), as well as the Ministry of Education and Science – by 17 %.
The Finance administration of Executive Committee of Kazan and the Republic Agency Tatmedia dropped out of the top-10 customers. Both of them are not even in the top-50 now.

GISU RT was awarded 486 contracts in 2015 in the sum of 28.2 billion rubles. The largest GISU's suppliers were PLC Ak Tash, Tatleasing, PCC Engineering and others. The largest procurements – the design documentation development of the first site of the second subway line in Kazan (642 million rubles, contractor – state unitary enterprise Tatinvestgrazhdanproekt), a major overhaul of City Clinical Hospital of Ambluance Service №1 in Kazan for 495 million rubles (contractor – JSC Kamgesenergostroy, the part of Ak Bars Holding company).
The 2nd place – Glavtatdortrans with 237 procurements in the amount of 18 billion rubles. The largest contractors are Tatavtodor, Alekseevskdorstroy, Trust Kamdorstroy. The largest procurements – to create road infrastructure in the industrial zone of Neberezhnye Chelny (801 million rubles, contractor – Kamdorstroy, that is controlled by the family of ex-head of Tatarstan ministry of Transport Shvetsov), to build and repair bridges on roads in Tatarstan (790 million rubles, contractor – JSC Mosty RT), to bring up to standard Sujumbike and Druzhba narodov Avenues in Naberezhnye Chelny (650 million rubles, contractor – Kamdorstroy).
The 3rd place – the Federal Public Institution Volgo-VyatskUprAvtoDor. The total of 295 procurements – 14 billion rubles. The largest contractors – JSC Kazdorstroy, SU-43, Trust Kamdorstroy. The largest procurements — at 2.9 billion rubles on 13 km of M7 Highway repair (contractor – Kazdorstroy). The 2nd place – procurement on a major overhaul of 20 km of highway of federal significance Vyatka in Kirov Oblast (680 million rubles, contractor — PLC SU-43).
The 4th place – KSRP-Silicone, that is actively modernizing. Active position of a Chairperson of the Management Board of Spurt Bank Evgenia Dautova and federal budget play an important role as well. The enterprise has purchased 125 procurements at 4 billion rubles. The largest sellers – KNITU, JSC TATEM, PLC Vega Engineering. The largest procurements – to perform engineering works on development, supply and supervision of technological production lines of pyrogenic silica: of G brand – at 677 million rubles, of A brand – at 607 million rubles. Both procurements were awarded to KNITU. PLC Vega Engineering was awarded procurement on engineering works on development, supply and supervision of technological unit of gas purification at 505 million rubles.
The 5th place – the Ministry of Healthcare of the Republic of Tatarstan. The Ministry hold 673 tenders at 3.6 billion rubles. The largest suppliers – Tattekhmedfarm, R-Farm, Firma Euroservice. Contractor of three largest procurements – Tattekhmedfarm, at 483, 120 and 105 million rubles.
The 6th place – RT Gasification Fund, headed by Zaudat Minnakhmetov. The total of 34 procurememnts – almost 2 billion rubles. The largest contractors – JSC UKS, Remstroikom (the owner – Aleksandr Kanunov), Raminvest M (100% — Gaizatullina Chulpan Niyazovna). The largest procurements – on reconstruction and builbing, a major overhaul of water pipes systems, sewerage systems, water supply systems, water discharge and heat supply systems in settlements of Tatarstan. It can be explained simply: the Fund – an operator of public procurement Chistaya Voda (Pure Water). The procurements at 224 and 194 million rubles was awarded to JSC UKS, at 185 million rubles – to PLC Remstroikom.
The 7th place — Directorate for funding of scientific and educational programs on road safety of the Republic of Tatarstan. The largest contractors – PLC Avtodoriya, PLC Veterany GAI (founders of Sabinsky company: 56% — Rustem Karimov, 23% — Regional Public Organization Tatarstan Public Union of Veterans of Main Directorate for Road Traffic Safety, 19% — Rustem Nurimukhametov, 2% — PLC Finbenefit), the unitary enterprise Russian Post. The largest procurement – to supply stationary complexes of photo and video recording at 195 million rubles, contractor – Avtodoriya. Next two procurements – to provide services of organization of daily siting and functioning of automated record of administrative offences devices. Procurements at 135 and 134 million rubles was awarded to PLC Veterany GAI.
The 8th place – the Ministry of Information and Communication with 169 procurements at 1.4 billion rubles. The largest contractors – Tattelecom, RT Centre of Information Technologies, PLC IFS (100% — Antonova Lubov Gennadyevna). The largest procurements – to provide communication services of the region (at 288 and 145 million rubles, contractor – Tattelecom), to provide the use and uninterupptible functioning of Governmental integrated system of telecommunications of the region (at 82 million rubles, contractor – the state unitary enterprise Centre of Information Technologies).
Next to last place in the top largest customers in Tatarstan – the Republic Cancer Center. Amount of 387 procurements of the Center – 1.1 billion rubles. The largest suppliers – Tattekhmedfarm, GALS-MT (the owner – Aleksey Subbotin) and Mediko (Galina Zarubina). The largest procurements – to provide purchases, storage and delivery of medicines and pharmaceuticals, at 147 million rubles, contractor – Tattekhmedfarm. That company has another two similar procurements – at 40 million rubles and at 29 million rubles.
The last top largest customer in Tatarstan is the Ministry of Education and Science. In a year the department was awarded 447 contracts in total of 1.1 billion rubles. The largest contractors – Publishing House Prosvescheniye, PLC ST Nizhegorodets (Nizhniy Novgorod's supplier and producer of passenger minibus, freight transportation vehicles and special vehicles on the basis of Fiat, Ford, Iveco; owners: 35% — Yulia Goikhman, 20% — Rinat Zhalyalotdinov, 20% — Aleksey Goikhman, 15% — Sergey Limonnikov, 10% — Ljudmila Slesarenko), PLC Production Association Zarnitsa by Artur Abdulzyanov. The largest procurements – to supply printed matters at 135 million rubles (Publishing House Prosvescheniye), to supply vehicles at 87 million rubles (PLC ST Nizhegorodets), to provide online-video during Unified State Exam in 2015 at 31.7 million rubles (PJSC Tattelecom).
Six new ones and Tatavtodor's falling
A list of procurements' contractors has changed more significantly. The first three of last year remained in the rating in 2015 too, however, their positions have significantly changed. The leader of the year – Kazdorstroy – has increased a number of contracts by 69% (to 4.9 billion rubles), having climbed up from the 3rd place. The 2nd place – last year's leader Tatavtodor that has decreased income amount from governmental contracts more than twofold – from 10.9 to 4.9 million rubles. The 3rd place – Alekseevskdorstroy, that was only the 5th last year. Procurements' amount has increased half as much again – from 2.4 to 3.6 billion rubles. Tatneftedor, that was the 2nd last year, has fallen into 8th place, having decreased the amount of contracts by 58% — from 4.4 billion rubles to 1.8 billion rubles.
In the top there are a lot of new ones: state unitary enterprise 'Medical Technology and Pharmacy of Tatarstan' that has risen the income twofold. The leaders in the sum of contracts increase – Kirov's SU-43 and CJSC Kamdorstroy (the sum of contracts increase – approximately 4.5 times). Also, the companies that have risen sharply are PCC Engeneering (the sum has risen almost fourfold), Tatenergosbyt (three and more times), tatleasing (by 77%).
At the same time Stroyinnovatsiya (the 4th last year), Baltic construction company – SPb (the 6th in 2014, the 47th in 2015), Sayar (the 7th, the 23d in 2015), PSO-Kazan (the 8th in 2014, in 2015 was not in top-50), Kamgesenergostroy (the 9th, the 22nd in 2015), Volgadorstroy (the 10th in 2014, the 27th in 2015) has dropped out of the top-10 contractors in Tatarstan.

The 1stplace in rating of the largest contractors in 2015 took Kazdorstroy. The sum of contracts is 5 billion rubles, the total number – around 20. The largest procurements were received from Volgo-VyatskUprAvtoDor, Glavtatdortrans, Moscow-Kharkov Highway management (an interesting fact, it manages Federal Highway M2 Crimea, Kamdorstroy repaired the roads in Kursk Oblast and Oryol Oblast). The largest procurement – from Volgo-VyatskUprAvtoDor at 2.9 billion rubles on 13 km of M7 Highway repair. Besides, from the same customer, Kazdorstroy got 453 million rubles on 11 km of Kazan-Ulyanovsk highway repair, and from Glavtatdortrans – 248 million rubles on Tatarstan public highways repair.
The 2nd place – Tatavtodor. The sum of procurements in 2015 was 4.9 billion rubles, the number is 31. The largest customers – Glavtatdortrans, executive committees of Nizhnekamsk and Arsk municipal regions. All largest procurements – from Glavtatdortrans, on the reconstruction and repair of public highways in Tatarstan. The sums of the largest — 482, 373, 348 million rubles.
The 3d place – another construction company Alekseevskdorstroy. The sum of procurements – near 3.6 billion rubles, the total number – 25. The largest customers – Glavtatdortrans, Volgo-VyatskUprAvtoDor, executive committee of Alkeevsk municipal region. The largest procurements: at 564 million rubles from Volgo-VyatskUprAvtoDor – on a major overhaul of 15 km of Kazan-Orenburg-Akbulak highway in Tatarstan; at 504 million rubles from Glavtatdortrans – on repair of public highways in Tatarstan; at 310 million rubles from the same institution – on repair of road and street network in Kazan.
The 4th place – Tattekhmedfarm. The company was awarded more than a thousand contracts, in the sum of 3.5 billion rubles. The largest customers – the Ministry of Health of RT, Cancer Center, Children's Republican Clinical Hospital. The largest procurements: at 484 million rubles from the Ministry of Health of the Republic of Tatarstan on pharmaceutical supply of citizens, from the Cancer Center at 221 rubles – to provide purchases, storage and delivery of pharmaceuticals, and from the Cancer Center as well on the same purpose – 147 million rubles more.
The 5th place – CJSC Kamskiy Trust for Motor Roads and Airfrields Construction (Kamdorstroy). Total sum of contracts – 3.2 billion rubles, total number – 15. The largest customers – Rosaviation, UprDor, Yuzhniy Ural, Glavtatdortrans. The largest procurement – from Rosaviation on reconstruction of airfrield coverage in the Yekaterinburg's airport Koltsovo at 2.2 billion rubles, then — procurement from Glavtatdortrans on road infrastructure in industrial zone of Naberezhnye Chelny at 801 million rubles. Another 798 million rubles the company received from Rosaviation on reconstruction of airport complex Begishevo in Nizhnekamsk.
The 6th place – Tatenergosbyt with 2 884 procurements at 2.5 billion rubles. The largest customers – executive committee of Naberezhnye Chelny, KFU, executive committee of Almetyevsk region. The largest procurements: on electric energy supply from KFU at 120 million rubles, from executive committee of Almetyevsk region – at 97 million rubles, from executive committee of Zelenodolsk region – at 80 million rubles.
The 7th place – Kirov's PLC SU-43. The sum of its procurements – 2 billion rubles from 9 competitions. The company has two customers — Volgo-VyatskUprAvtoDor and Roads Committee of Kirov Oblast. The largest procurement – from Roads Committee of Kirov Oblast on Kirov-Kirovo-Chepetsk-Zuevka-Falenki highway construction at 815 million rubles. The second largest procurement – from Volgo-VyatskUprAvtoDor on a major overhaul of Vyatka Highway at 680 million rubles. The 3rd largest procurement – from the same customer, on Vyatka Highway as well, at 611 million rubles.
The 8th place – Tatneftedor with 1.9 billion rubles and 41 procurements. The largest customers – Glavtatdortrans, Volgo-VyatskUprAvtoDor, executive committee of Almetyevsk region. The largest procurements – on Kazan-Orenburg Highway major overhaul at 329 million rubles from Volgo-VyatskUprAvtoDor, on bringing up to standard of roads in Tatarstan settlements at 323 million rubles, on public highway repair at 179 million rubles from Glavtatdortrans.
Next to the last in the top suppliers is Tatleasing. The sum of its procurements – 1.8 billion rubles, the total of contracts – 15. All procurements are from GISU and the Ministry of Construction, Architecture, Housing and Communal Services of The Republic of Tatarstan. Three largest tenders are from GISU: at 382 million rubles – on playgrounds construction in Tatarstan settlements, at 350 and 326 million rubles – on a major overhaul of resource centers for staff requirements compliance of the basic employers in Tatarstan.
A new player rounds out the top-10 largest contractors – PLC PCC Engineering. The sum – 1.7 billion rubles for 17 contracts. The largest customers – GISU, the centre of economic and service support of the Ministry of internal Affairs (MIA) in Tatarstan, Federal Security Service Office (UFSB) in Tatarstan. The largest procurements – to provide works on GISU objects at 313 million rubles, 286 million rubles, 252 million rubles. The other large procurements are also from GISU. It is noteworthy that this company was founded recently – in 2012, and a head of the company – Aleksandr Taunov – is also a founder of PLC Noviy Kvartal – Ulyanovsk. In 2012 PCC Engineering was awarded a procurement from Federal Security Service Office (UFSB) in Tatarstan on hydroshaping of the heating system of Administration building, in 2013 – four contracts from UFSB (on a major overhaul, maintenance of ventilation system and hydroshaping), one — from EMERCOM on heating system repair, from the centre of economic and service support of MIA – on additional sewer manhole installation. In 2014 the sum of procurements reached 460 million rubles, and the Ministry of Land and Property of RT added to the customers (procurement on preparation of heating systems).
Also, one of the largest contractors of GISU is worthy of notice – PLC Ak Tash. In 2015 the company was awarded 11 governmental procurements at 2.086 billion rubles, 2.029 billion of which are from GISU. The largest ones – at 397 million rubles (three kindergartens in residential complex Solnechnyi Gorod), 353 million rubles (three kindergartens in Kazan – on Zorge Street, in microrayon M-14 and residential complex Svetlaya Dolina in Konstantinovka) and 312 million rubles (five kindergartens in Kazan – on Fuchik Street, Posadochnaya, Khalezova, Gvardeiskaya, Lokatornaya).
A year earlier the company was awarded eight governmental procurements at 1.86 billion rubles, 1.792 billion rubles of which – from GISU. The largest procurements are also from GISU: 551 million rubles Ak Tash was awarded on construction of six kindergartens in Kazan – on Minskaya Street, Mavljutova, Krutoy, Chechek, in Voznesenskoye and Malye Klyki housing estates, at 517 million rubles — on construction of seven kindergartens ( in Kazan – in Kadyshevo settlement, on Polzunov Street, Simonov Street, Gorkovskoye Shosse, Tynych and Chapaev Streets), at 473 million rubles – on construction another seven kindergartens (in Kamskoye Ustjye, Ten'ki, Tetushi, Usady, Bogatye Saby, Alekseevskoye, Stolbischy).
