Minnikhanov tells about fire in shopping centre of Kazan and stakeholders’ businesses: ‘Criminals are not to escape the punishment they deserve’
Terrorism, five children and mother perished in a fire, stakeholders’ businesses were the refrain of the panel of investigators of Tatarstan
One hundred stadiums could be situated on the territory that flew from the municipal ownership through dishonest functionaries' fault. Pavel Nikolaev, the head of the Investigative Administration of the Investigative Committee of Russia in the Republic of Tatarstan, told this figure speaking about the results of the cases opened in this category in 2015. Functionaries' callousness and nationalistic behavior pose a danger for Tatarstan and its people. On 28 January, on the panel it was told about how the Investigative Committee of the Republic of Tatarstan arrested 300 siloviks but did not teach functionaries to prevent tragedies.
Investigative Committee purchased anti-bugging devices
As a separate entity, the Investigative Committee of Russia started to work on 30 December 2015. A number of gadgets has appeared in the arsenal of the investigators of Tatarstan by the first anniversary. On 28 Januray these devices were demonstrated on a miniexhibition in Korston before the year-end panel of Investigative Administration of the Investigative Committee of Russia in the Republic of Tatarstan. A complex of magnetic lifters for search in the water is worthy of attention. Criminal lawyers can use it to detect and lift any metal object up to 80 kg from the bottom of a river. This novelty is used when people need to find a gun hidden by a criminal.
There is another curious gadget that looks like a walkie-talkie with a plenty of antennas but is designed not for receiving signals but for rejecting them. As Realnoe Vremya found out, this device called Trojan is used in Tatarstan to execute siloviks' most secret negotiations in order to exclude the leak of information. In particular, Trojan was used by Aleksander Bastrkykin, the head of the Investigative Committee of Russia, during the hearings of criminal cases.
The case of the head of Agryz District is not forgotten
The head of the Investigative Administration Pavel Nikolaev started his report with mentioning the preventive actions of the criminal investigation using as an example the scandalous case of Dalniy Police Office. For three years, the quantity of calls about abusive practices of police workers in Tatarstan reduced fourfold. However, it was not possible to exterminate the 'werewolves in uniform' – in 2015, there were opened almost 200 cases against siloviks (131 cases are against the workers of Ministry of Internal Affairs, 44 of whom went on trial). During five years, the Investigative Administration of the Investigative Committee of the Russian Federation in the Republic of Tatarstan found 300 law enforcers liable: 5 employees of the Federal Drug Control Service, 29 employees of penal colony and remand prison, 31 bailiffs, 230 police workers, 1 prosecutor and one employee of the Administration of the Investigative Committee of Russia in Tatarstan.
Speaking about high-profile cases of the court last year, Nikolaev mentioned the case of the deputy Ministry of Justice Kurmanov and case of Mikhail Kharitonov, deputy and head of the utility company of Verkniy Uslon District. He added that the members of organized crime syndicate stood trial; they propagated games of chance in Chelny, and 'their protectors were high-ranking police workers and functionaries'. All 95 organizers and workers of gambling establishments were in the dock, 54 of them were condemned. In Nikolaev's opinion, the entertainers' card is covered. They have nothing to play with: 'We literally suppressed the activity of the most of the corresponding establishments…'
'The preliminary investigations on people's death in the fire in Admiral shopping centre is in the final stage. The investigation on scams of the ex-head of Agryz Municipal District Gabbasov and the deputy Valiullin with Agryz Heat Supplying System. The accused persons will stand the trial soon,' said the speaker.

The investigators were given a task not to permit the nationalistic behavior to appear in any form. 'Moderate nationalists are always followed by the radical ones,' the head of the department explained. For a year, investigators opened 56 criminal cases for extremism and 9 cases for terrorism in Tatarstan. About thirty people accused of these crimes have been in the dock, including Rafis Kashapov, the leader of the Tatar Community Centre and a native of the Syrian Arab Republic who was the organizer of a cell of Hisb ut-Tahrir in Tatarstan. Now the people accused of complicity in the actions of the terrorist group Jamaat of Chistopol.
'Some functionaries' callousness towards people was one of the reasons of the incident in Leninogorsk'
The whole circle of people of the case on five children and mother's death in a fire in Leninogorsk District of Tatarstan is not clear. Today Pavel Nikolaev informed that the tragedy might not have happened. In November 2015, the Investigative Administration raised the question of the measures on preventions of the incidents of this kind. 'Unfortunately, there are some people that did not understand us. Now it is clear that some functionaries' callousness towards people was one of the reasons of the incident in Leninogorsk,' Nikolaev stated.
At present, the head of Stariy Kuvak settlement has had a criminal record and was placed under house arrest. The head investigator of the Republic of Tatarstan promised to make the legal assessment of the actions and inactions of other functionaries. It should be reminded that the representatives of the Guardianship and Custodianship Agency, Social Protection, police, Executive Committee of Leninogorsk District and gas workers who divest the multi-child families of the natural fuel. Nikolaev required his subordinate officials to follow the needs of the socially unprotected categories of the population and 'sensitively react to a danger around them'. Authorized bodies are to support people in order to avoid new tragedies under this scenario.
Socially important matters: Admiral, stakeholders, gambling establishments
For the first time the President of Tatarstan had to state a rush of crime in the republic during the final panel of investigators. 'It is important not to allow a rise in crime against of a background of the difficult economic situation,' said Rustam Minnikhanov. In his speech, he paid attention to the forecasts for further growth of aggression and professional level of international terrorists and set a task to save people, first of all, young people from involving into extremist organizations and terrorist groups.
Then Minnikhanov told about the investigation of socially important matters, 'including the fire in Admiral shopping centre, fraud against stakeholders in Svei and FON construction companies and illegal gambling activity…' The President noted that among people who are liable in these cases there are functionaries and required: 'Every case is to be solved. The criminals are not to avoid the punishment they deserve…' Earlier it was said about the founder of Svei Rashit Aitov's case will be sent to trial in 2016. The director general of FON Anatoliy Livada and his common-law wife Diana Akhmetzyanova paid off their debt of 18,5m rubles after when there were opened criminal cases for default on debts.
By the way, according to the Investigative Administration of the Investigative Committee of Russia in the Republic of Tatarstan, an active work together with the employees of the Federal Tax Service resulted in a fact that fiscal performance in Tatarstan exceeded 100%. Rustam Minnikhanov highly estimated the result and said to the investigators that, 'Your activity is forming a public conscience and understanding – tax are to be paid by everyone and always, even in crisis…'
