Eduard Galeev: “The problem with oil burning at Nizhnekamsk CHP-1 will be closed already next year”

The director general of TGC-16 about the temporary transition of the station to mazut

All Nizhnekamsk combined heat and power plants are switching to burning fuel oil from September 27 to October 6. The temporary measure is related to the repair works on the gas pipeline Gazprom Transgaz Kazan. Preventing accidents

Mr Galeev, Nizhnekamsk CHP, including TGC-16 station, is switching to the burning of reserve fuel — fuel oil. What is the reason for it?

The thing is that from September 27 to October 6 Gazprom Transgaz Kazan is conducting the diagnostics of the main gas pipeline to the gas distribution station-2. Therefore, the gas supply to the two Nizhnekamsk CHPPs will be stopped.

So, this is a forced measure?

Absolutely right. It is necessary that gas producers determine the condition of gas pipelines, identify problem areas to repair them in time. In order to avoid accidents in the future.

The company carefully monitors environmental safety. What measures does TGC-16 take in case of forced transition to fuel oil?

We always monitor the state of the atmospheric air in the city. And the transition to fuel oil is no exception.

Besides, in Nizhnekamsk, air pollution observation posts of the Department of Rosgidromet (Federal Service for Hydrometeorology and Environmental Monitoring) in the Republic of Tatarstan and the ministry of ecology of Tatarstan have been installed. At the same time, on the website of UGMS (Department of Hydrometeorology and Environmental Monitoring — editor’s note), one can clearly see the daily data on urban air pollution. All information is in the public domain. At the same time, vehicle emissions are also recorded. After all, they are also associated with the combustion of liquid and gaseous motor fuel.

Again, the station staff will strictly comply with all technological processes.

During the period of fuel oil burning, there will be organized around the clock duty at the station of highly qualified specialists of adjustment and testing group, sanitary-industrial laboratory, environmental group.

We will monitor the state of the air quality at the industrial site of the power plant and at the border of the sanitary protection zone of the Nizhnekamsk industrial hub.

“We use the product with reduced sulphur content”

What can you say about the quality of fuel? As far as we understand, the higher the quality of fuel oil, the fewer risks for the environment?

That’s right. Now we use the product with reduced content of sulphur and other impurities. We use only high quality product. Besides, we have purchased new steam-acoustic fuel-oil atomizers, which provide 100 per cent completeness of fuel combustion. If you omit all the complex terms, these atomizers reduce emissions of soot and ash.

I would also like to add that during the combustion of fuel oil, there will be maintained the optimal air-fuel ratio according to the parameter table. We will closely control the heating temperature of fuel oil, maintain the calculated furnace draft and strengthen the control of the flare of fuel oil burners.

Is the station switching to fuel oil fully or it partially remains to work on gas?

Not fully. Partially, the station remains running on gas. Nizhnekamsk CHP-1 will receive natural gas from the gas distribution station-3 in the amount of up to 50,000-80,000 cubic metres per hour. Other enterprises of TAIF Group (Nizhnekamskneftekhim, TAIF-NK) will also receive gas through the gas pipeline- shunt pipes from GRS-3. This will eliminate the cases of stopping hazardous production facilities and harmful emissions into the atmosphere.

Does the station have any alternative fuel besides fuel oil?

Not yet. But right now we are solving this issue. TAIF Group is building a reserve gas supply source for Nizhnekamsk industrial hub. This is important. When we put it into operation, TGC-16 in principle will stop using fuel oil during repair works.

In the future, it is also planned to connect other production facilities to this reserve pipeline. As a result, it will be possible to completely avoid disruption of petrochemical production due to interruptions in the supply of gas. Already now we can say that in 2020 the problem with the burning of fuel oil at Nizhnekamsk CHPP-1 will be closed.

What will happen to the loading of the station equipment in the next 2 weeks? Do you plan to fully load it?

During the period of limited gas supply, the loading of equipment at the CHP will be reduced. To reduce emissions, the timing of major repairs have been shifted at Nizhnekamsk CHP-1 and the related companies of TAIF Group.

The reduced load means that the use of fuel oil will be minimal. What about reliability?

Now we are removing a part of the generating equipment out of service for repair and leaving to work only that minimum of the equipment which will provide a reliable power supply of Nizhnekamsk, dangerous production facilities of the industrial hub.

Will the transition affect the temperature of hot water?

Absolutely not. The station has enough heating equipment, which is annually repaired and tested in the preparation for heating season. Therefore, the temperature schedule of the heating system is always maintained at the same level.
