Ramil Khusainov, TGC-16: ‘The launch of Gas Turbine Unit in Kazan CHP Plant-3 will allow to be competitive’

In December 2015, the President was reported on an irrational distribution of load on the heat energy market of Kazan, which was carried out by violation of the Law on Heat Supply. It was a reason for the reduction of electricity production and heat supply for the population in the Kazan CHP Plant-3. Why do the volumes of the heat and electricity supply for the population reduce at the station, while the Republic Tatarstan has the lowest tariffs on heating? A correspondent of Realnoe Vremya studied these and other results of the activity of the energy workers of TAIF in 2015.

Rise in Nizhnekamsk, fall in Kazan

'Last year was not easy for us,' tells the director general Ramil Khusainov estimating the results for 2015. Indeed, this year, TGC-16 PJSC, which demonstrated a positive dynamics of production and electricity and heat supply to the consumers year after year, showed a reduction of electricity supply, which covered mainly the Kazan CHP Plant-3. Meanwhile, the results for 2015 illustrate that the Nizhnekamsk CHP Plant increased electricity generation by 0,6%, which made up 4,6bn kWh.

It should be reminded that Ramil Khusainov told about the problem of the irrational distribution of loads on the heat energy market of Kazan at a meeting of the leading workers of the operational and social sphere of TGC-16 with the participation of Rustam Minnikhanov in December 2015. This distribution was carried out by violation of the Federal Law No.190-FZ, and gives priority to a combined and a more effective generation. Then TGC-16 asked the President to help to make some alterations to the heat supply diagram of Kazan by redistribution of heat loads from more expensive and less effective stations and heating boiler stations to a more cheap source of TGC-16 – the Kazan CHP Plant-3. We should note that ordinary people of Kazan would be the final beneficiaries of this redistribution because it would allow to significantly reduce their payments for heating. There is a real possibility of a significant reduction of people's payments for heating depending on the volume of the additional volume of the transferred heat load to the Kazan CHP Plant-3. And the reserve of the heat capacity of the Kazan CHP Plant-3, which is over 1,000 Gcal/h, will provide the consumers with a reliable of heat supply.

Energy saving is a top priority

The indicator of brake specific fuel consumption is one of the main indicators of the success of stations, that is to say, how much fuel a CHP Plant consumes to produce one kWh or one Gcal of heat. Here it could be said that the branch of TGC-16 in Nizhnekamsk has no equal: while many leading stations of the country that have the most up-to-date equipment are fighting for 300 g/kWh, the Nizhnekamsk CHP Plant, which is annually reducing brake specific fuel consumptions, reached 269,6 g/kWh in electricity and 135,5 g/kWh in heat supply.

The construction of a new energy block for the Kazan CHP Plant-3 based on GE's the most modern gas turbine 9HA.01 whose capacity is 388,64 MW is a priority investment project for the energy enterprise at this moment. The plant will enable to increase electricity generation and significantly reduce the brake specific fuel consumption for electricity production.

'TGC-16 puts efforts and resources as much as possible into the realization of its investment programme in the uneasy crisis conditions,' the director general of the company explains. In 2015, more than 1,000 tonnes of the main energy equipment was delivered to the construction site of the energy block of Gas Turbine Plant of the Kazan CHP Plant-3. Foundations to the main equipment were laid: gas turbine, generator, waste heat recovery boiler, air purification equipment, booster compression station. Metal constructions, modules, low and high pressure drums, deaerators were installed in the waste heat recovery boiler. 'With the help of the launch of the Kazan CHP Plant-3, TGC-16 might conserve its competiveness on the wholesale energy market in the long term,' Ramil Khusainov shared with his forecast.

Conservation of a long-term dynamics of net profit

Good financial results are the sequence of all planned methodical work in energy saving and increase of energy effectiveness of TGC-16,' tells the director general about the net profit of the enterprise, which was 1,3bn rubles in 2015. It was traditional because the enterprise has been demonstrating a constant profit over 1bn rubles since 2010.

The basic income of the enterprise has not changed. The revenue made up 21,6bn rubles like last year. The revenue of the enterprise is formed by means of the execution of the main activity connected with production and realization of heat and electricity.

Investments in the main funds in 2016 are planned to be about 10bn rubles, including a project called Modernization of the Kazan CHP Plant-3 based on Gas Turbine Plant. It is necessary to note that in 2016, the works on this project will enter the final stretch. In the second half of the year, it is planned to do installation and commissioning works 'under pressure', and a successful end of them will allow to put the building into operation in 2017. So, the installed electrical capacity of the Kazan CHP Plant-3 will double.
