About how Nur Shakirov in planning 80 billion medical caps and slippers

Kazan medical-instrumental plant (KMIZ) is constructing a plant in Laishevsky rayon, the first phase of which is assessed at 100 million rubles

The visit to Kazan medical-instrumental plant JSC of Rustam Minnikhanov coincided with the 85th anniversary of the company. As the correspondent of Realnoe Vremya found out, the Director General of the plant Nur Shakirov, despite the lack of support from the government, is planning to launch the import substitution of medical tools and to open a factory for the production of disposable sterile instruments, 100 million for the first phase of which will be taken from the pocket of the company.

From the Soviet plant into a technological company

The fellows of the Kazan medical-instrumental plant (KMIZ) met the President dressed in blue scarves and caps with the logo of the company. As it turned out, the day of the President's arrival coincided with the 85th anniversary of the plant, about what it was solemnly announced from the stage.

Interestingly, for all 85 years, Kazan medical-instrumental plant JSC had only three directors. At the moment, for already 30 years the head of the company is Nur Shakirov: the day before the 85th anniversary of the plant he celebrated his own birthday — he turned 70. According to him, 10 years ago he faced the challenge of turning a typical Soviet factory with shavings in all directions, with stained walls and dirty toilets into a modern technological enterprise. 'We did it. Now my dream is to establish production of disposable sterile medical instruments for full import substitution.'

Rustam Minnikhanov told that KMIZ is the only manufacturer of a number of unique products in the country, and the history of the company is closely connected with the development of the industrial potential and healthcare of the Republic. Before the ceremony, Tatarstan President visited the production. He told about his impressions in his speech.

'We see a lot of plants — they are different. The power production is very impressive, the production culture, landscaping, and — most importantly — the technological level, which is implemented here,' said RT President.

He congratulated Nur Shakirov with his anniversary and presented him the medal 'For merits before Republic of Tatarstan'.

'But we hope…'

As Nur Shakirov told the reporters, now the medicine needs disposable sterile instruments, starting from caps on the head of a surgeon and ending with slippers. In this regard, on the territory of the Laishevsky district in the village of Kirby they almost started the construction of new buildings of KMIZ for the production of sterile disposable materials.

'10 years ago, we produced about 50 million tools a year, in 2015 we produced 500 million, and in 2016 we are going to produce one billion. In 2017, the prospect to reach 2 billion, taking into account the construction of new sites. First, it is 1500, and with the launch of Tatarstan sterilizers,' told about the plans the Director General of the company. 'Under the sterilizer we mean a large camera, which admits 36 cubic meters of cargo, that is, the tools in special packaging are placed in the camera, and a process of sterilization takes place there.'

As an example he cited the fact that in 2015, Russia for medicine purchased products at 386 billion rubles, 83 billion out of which were spent on disposable instruments, while domestic production is only 9%. 'So all our work, all our thoughts are directed to the solution of this problem.'

The plant in the village of Kirby is scheduled to be launched by 30 December of 2016. 'I have very high hopes for energy industry, gas industry. Ilshat Shaekhovich (Director General of Setevaya Companiya JSC Ilshat Fardiev — editor's note) personally has taken responsibility for providing electricity. I hope that we will resolve this issue with gas industry as well.'

Answering the question to Realnoe Vremya, Nur Shakirov explained that the construction of the first phase of the plant costs 100 million rubles. At the moment, the construction is conducted on the own funds of the plant.

'While the subsidizing goes through the state order of Tatarstan — this work is done under the personal direction of the President Rustam Nurgalievich [Minnikhanov – editor's note]. And all that is being done in the field of development of medical industry of Tatarstan – through the President.'

In the personal conversation with the correspondent of Realnoe Vremya Nur Shakirov said that now all difficulties are with public procurements: to win the tender is still very difficult.

'In general, import substitution is easier to work with?' asked another question the correspondent.

'We should tell the truth — no. But we hope,' optimistically said the head.
