Medvedev agreed the concept of Innokam at 750 billion rubles

The project will be one of the key ones in the promoted by the Prime Minister National Technology Initiative

The project of a new production cluster in the east of the Republic has received the official approval on 24 June. The Prime Minister of Russia has fully agreed the proposed concept and the ambitious plan for the introduction of new productions and the development of infrastructure by 2020. On the results, it is expected one hundred and fifty thousand jobs and the growth in tax revenues by 150-200 billion rubles. In fact, Tatarstan has managed to 'pack' into a single project a wide variety of productions and to consolidate all financial flows in it.

'The key project of the National Technology Initiative'

Despite the fact that the skeptics questioned the agreement at the government level of the project Innokam, it has happened. Prime Minister Dmitry Medvedev signed a decree on creation of the innovative production center Innokam in Tatarstan.

'I would like to inform that this week I have signed the concept of creation of the territorially detached innovative center, which is located in Tatarstan,' he said at a meeting of the Presidium of the Council under RF President on economy modernization and innovative development.

The Kama innovative territorial and production cluster (Innokam) in 2012 was included in the list of priority innovative territorial clusters, and later became one of the key projects of the National Technology Initiative.

It is obvious that the bulk of investments will be allocated not in 2016 but in the following years. The plan assumes that 70% of the investment will be from extrabudgetary resources.

Five rayons, one urban district and tens of operating production facilities

So, what is Innokam?

According to the concept, signed by Dmitry Medvedev, the innovation and production centre is established within the so-called Kamsky agglomeration, which includes the territory of the municipal rayons of Elabuga, Zainsk, Mendeleevsk, Nizhnekamsk and Tukayevsk and the urban district of Naberezhnye Chelny. In the agglomeration area there are four industrial okrugs: Nizhnekamsk okrug (the enterprises of the petrochemical complex – Nizhnekamskneftekhim, TANECO, TAIF), Naberezhnye Chelny okrug (automotive industry — KAMAZ, Ford Sollers holding), Elabuga okrug (industrial — SEZ Alabuga, Ford Sollers Elabuga), Mendeleevsk okrug (the complex on the production of mineral fertilizers Ammonia).

In fact, the concept concerns already established and working enterprises, however, the authors note a list of problems that hinder the development of innovative industries: the existing infrastructure does not meet the growing needs of industry and the population of the Kamsky agglomeration from the point of view of transport, energy, engineering, environment, and social; the poor transportation infrastructure (poorly connected towns, located on the right and left banks of Kama River); the transition to new technological paradigms in the industry, and the introduction of 'green' are necessary; the limitations associated with the specific economic activities of the mono towns (in the Kamsky agglomeration there are 5 out of 7 mono towns of the Republic of Tatarstan); low standard of living. The concept includes the detailed plan on solving these problems.

New infrastructure and old plans for enterprises

As it has been already mentioned, the project is intended by 2020. However, judging by the published plan, the concept describes only the first stage. The plan includes projects that are to be finished after 2030.

The first item in the concept includes infrastructure changes. In addition to the stated general plans for the development of road network and public transport in the cities of the agglomeration, the plans have several global projects: the construction of a new Sokolinskaja bridge across Kama river and the stretch of road from M7 to Naberezhnye Chelny, the construction of an interchange on M7, the laying of several additional railway threads with the development of railway stations, the introduction of additional capacities on Nizhnekamsk CHP, the reconstruction of the airport Begishevo, the reconstruction of the gas pipeline Mozhga — Yelabuga, the renewal of the water system of the city, etc.

In the direction 'Advanced industry' the plan consists of 40 paragraphs, each of which involves either the creation of new production or the opening of new facilities at operation ones. Most of the large projects were previously mentioned in the plans in some way. Among the projects it is also planned the establishment of related enterprises of production, e.g. packaging. At the same time, at universities in the agglomeration, as well as in Kazan it is planned to create new research centres and training centres.

All these measures should lead to the growth in the number of jobs by third from 565.5 thousand to 721.8 thousand, the growth of industrial production of the agglomeration by 52%, the gross territorial product — by 56% and tax revenues from the agglomeration by 62% by 2020. We are talking about 150-200 billion rubles of revenues to the federal budget in today's prices.

In fact, Tatarstan has received the approval for the activation and optimization of the already conducted earlier works. The Republic managed to 'pack' a few seemingly different unrelated industries in a single project, which suggests that investment in infrastructure of the Kamsky agglomeration will be concentrated in the framework of one programme and coordinated with each other, and not spread out in different 'wallets' of federal ministries, departments and state-owned companies.
