Rustam Minnikhanov: ‘Our holding is not designed to make money but adjust our brain a bit’

President of the Republic of Tatarstan Rustam Minnikhanov was re-elected chairman of the board of directors of Tatneftekhiminvest-holding, and Rafinat Yarullin was re-elected as director general of the holding. It has been decided not to pay dividends for the 2015. All net profit equal to 1,165bn rubles will be expended on development. These are the results of the annual meeting of shareholders of Tatneftekhiminvest-holding PJSC, which took place on 25 May.

Brain is the most important thing

Director general of Tatneftekhiminvest-holding PJSC Rafinat Yarullin reported on the work of the company. The holding executes the role of a coordination and expert centre. It deals with the coordination of the cooperation in the system state – science – business in the petroleum, gas and chemical complex of the republic, forms the investment and innovation policy of the complex, defines the development areas of small and medium businesses.

Rafinat Yarullin reminded about some projects, which have being discussed at the meetings of the board of directors of Tatneftekhiminvest-holding during the year. For instance, German ЕРС GROUP has its own polycarbonate production technology and is ready to build in the republic a bigger factory than the plant in Kazanorgsintez. Inzhekhim Engineering Promotional Center (Kazan) presented its project on cyclopentane production too. This carbohydrate is used as a polyurethane foam.

And gas and chemical projects are gaining in popularity when prices for natural gas reduce. A project of Gazprom VNIIGAZ (Moscow) on microbial protein production from natural gas was discussed at the meetings of shareholders. A project on the construction of the complex that liquefies natural gas in the republic has been elaborated with Gazprom Gazomotornoye Toplivo.

Tatneftekhiminvest-holding is participating in the fulfilment of pharmaceutic projects too. So, in Sabinsky District of Tatarstan, Ecobiopreparat PLC is going to launch a production of pharmaceutic bio products – immunoglobulins and albumins. The holding has elaborated a united development concept of the petrochemistry of Tatarstan and Bashkortostan within the scope of the further development of the petrochemical complex of the republic. An agreement on cooperation between Kama Innovative Cluster of Tatarstan and small Petrochemical Cluster of Bashkortostan was signed.

The holding also monitors the work of the enterprises which are a part of the petrochemical complex of Tatarstan. The results for the 2015 show that the production volume in the complex has grown by 2,5%. As Rafinat Yarullin noted, it is lower than programme values.

In 2015, Tatneftekhiminvest-holding's net profit has been 1,165bn rubles. The shareholders decided not to pay dividens but expend all net profit on the development of the company. President of Tatarstan stressed that profit was nor the key target for Tatneftekhiminvest-holding: 'Our holding is not designed to make profit but adjust our brain a bit.'

For natural gas

Then as a tradition projects for the petrochemical complex of Tatarstan were presented at the meeting. First deputy director general Oleg Popov told about the possibilities of Geliymash Scientific Development and Production Association (Moscow). This company deals with the elaboration and production of cryogenic equipment, including heat-exchangers, bulk-capacity units, air separators, turboexpanders, turbine pipes and other equipment. The Scientific Development and Production Association produced equipment for production of liquefied natural gas, mobile and fixed plants to manufacture nitrogen gas, oxygen, cryogen reservoirs for transportation and gasification of liquefied natural gases. Geliymash also has experience in the construction and putting into operation factories which produce helium. The list of the organisations and enterprises using the equipment of the company embrace almost all sectors, including industry, academic, scientific and research and educational institutes, medicine, agriculture, space and energy.

Tatarstan is interested in board fuel systems for vehicles that use liquefied natural gas. These installations have already been applied to tractors, buses and cards in some regions of Russia. Rustam Minnikhanov reminded Gazprom was building a complex on production, storage and sale of liquefied natural gas in Tatarstan. In the republic, natural gas is planned to be used by agricultural vehicles. 'Liquefied natural gas, not bombs, is the future,' President of Tatarstan is convinced. Rustam Minnikhanov defined two potential directions for cooperation with Geliymash: transfer of cars to natural gas-based motor fuel and use of the technologies of the company for oil refining and petrochemistry of Tatarstan.

Then Gidroleks CJSC (St. Petersburg) presented its elaborations. This company produced heat exchanging and venting equipment. Gidroleks manufactures new Forcel heat-exchangers. Having heard out the presentation, Rustam Minnikhanov noted the equipment mentioned would be interesting for both energy and petrochemistry of the republic. 'I've heard about this system, it is prospective,' the head of Tatarstan noted and offered to organise a seminar with a presentation of Gidroleks CJSC in the republic.
