Large enterprises and the public sector of Tatarstan will be helped not to repeat the ‘mistake of Dvorkovich’

The results of the first three months of work in 2016 have shown that the volumes of oil extraction and oil refining and the volume of plastic production have increased and the production rate in petrochemical industry has maintained at the level of last year. These issues have become the theme of the sitting of the Board of Directors of Tatneftekhiminvest-holding. Also, its participants were presented the projects that will help the Republic to save up to 5% of costs on energy consuming and to provide security of their corporate correspondence.

The growth in oil production

At the sitting of the Board of Directors of Tatneftekhiminvest-holding JSC, they summed the results of the work of the enterprises of petrochemical complex in Tatarstan in the first quarter of 2016 and discussed the issues of energy and information security of Tatarstan enterprises.

Rafinat Yarullin noted in his report that the enterprises of petrochemical complex of Tatarstan in the first quarter of 2016 have decreased the shipment of the manufactured products by 7% in comparison with last year – up to 257 billion rubles; the base enterprises have received 210 billion rubles of revenue, 9.5 billion rubles has been allocated to the consolidated regional budget, the reduction is 6% and 8% respectively.

The Republic has the growth of the volumes of extraction and refining of oil, the production of plastic products. Tatneft has increased the extraction by 5.4%, small oil companies – by 1%. 'An additional volume has been realized on the Russian market, the export supplies have maintained at the level of last year. A high rate of oil production has been provided due to the well-drilling increase since the second quarter of 2015. The extraction of extra-viscous oil has reached 1.3 tonnes per day,' said Rafinat Yarullin.

At TANEKO, the production growth of oil products is 8%; at TAIF-NK, there has been increased the production by 6.9%. The production of diesel fuel has reached a maximum after the resumption of gas condensate processing. The production of vacuum gas oil for TANEKO has increased, as well as of distilled gasoline and hydrocarbon fractions for petrochemistry. In total, the oil production in Tatarstan has increased by 4.2%, including diesel fuel – by 26%, distilled gasoline – by 17%, motor gasoline – by 2%.

The reduction in petrochemistry

The overall production of chemical products has maintained at the level of last year. The growth of the production of mineral fertilizers, caoutchouc and washing agents has balanced the reduction of polyethylene and carbon black. Nizhnekamskneftekhim has increased the production by 1.7%, the plastics production has maintained at the level of last year – 182,000 tonnes. 'The production of polyethylene has been decreased in favour of other products produced from ethylene,' explained Rafinat Yarullin. 'The enterprise produced batches of linear polyethylene for anticorrosive coating of oil and gas pipes. The production of butadiene rubber at neodymium catalyst and of halobutyl rubber. For a quarter they have produced 166 tonnes of caoutchouc, that is by 4% more than last year.

Kazanorgsintez has reduced the production by 3.5%. 'The reduction of ethylene supply and ethane has led to the fall in the ethylene production by 6% — to 178.5 thousand tonnes,' told Yarullin. 'Now the company in the condition of reduction of the Russian market is returning to the plastic export.'

The Tatarstan President Rustam Minnikhanov noted that the decline in indices of some enterprises is due to the market conditions and the production plans. He charged the leadership of the companies, where there has been a decline, with analyzing the situation together with the Ministry of Industry and Trade of Tatarstan.

In the conclusion of his speech, Rafinat Yarullin designated the problem that prevents further development of petrochemical enterprises. The high cost of loans prevents the companies from investing in creation and extension of the production capacities and sales network. In 2015, the loan volumes, attracted by Russian enterprises to invest in the fixed capital, decreased more than a quarter. 'In the condition of current rates and ruble rate the industry just cannot offer efficient projects for bank crediting,' believes Director General of Tatneftekhiminvest-holding.

Promising technology

The Deputy Director of the Institute of A.V. Topchiev Institute of Petrochemical Synthesis Anton Maksimov presented the technology that can be in demand by petrochemical enterprises in Tatarstan. The speaker called it a successful example of import substitution, when Russian equipment, engineering and catalysts are used. The method of an alkylation of benzene with the help of the domestic catalyst on the base of zeolite will allow producing oil products in Tatarstan without a negative effect on the environment and to reducing the cost of ethylbenzene. Ethylbenzene is an intermediate in the production of styrene, which is a raw material for the production of important industrial products – some types of plastics and synthetic rubbers.

Rustam Minnikhanov asked the chairperson of the Board of Directors of Nizhnekamskneftekhim PJSC Vladimir Busygin to assess the project. According to Busygin, they should take into consideration the technology. What is more, a domestic catalyst might cost much less foreign ones. Now Nizhnekamskneftekhim is engaged in such process but using other technology.

The President of Tatarstan offered the interested companies joining the group of companies TAIF to create the working group on the exploring the possibilities of this project.

Energy resources are under control

Yokogawa Electric Corporation PLC in Kazan presented the IT-solution for the complex management of energy resources of the enterprises and the control over the emissions of harmful substances. The company has elaborated the systems Visual MESA and EP-Analytics.

These programmes allow monitoring and optimizing the current energy systems. Visualizing and monitoring the energy consumption at each unit, they can easily identify the points of low efficiency. At the same time, they calculate the norms of energy consumption, the parameters of emission of harmful substances. They even can analyze the energy efficiency of the measures.

A significant economic effect is also achieved: IT-solution allows saving 5% of costs on energy.

Rustam Minnikhanov has offered the large enterprises of fuel and energy and petrochemical complexes to study this solution, as the issues of energy balance are very important for the efficient production. It can even be talked about the location of the centre of technical support of the company in Innopolis.

Dvorkovich syndrome and information security

The chairperson of the Board of Directors of the I.T. Group Tagir Yapparov told about the possibilities of domestic IT solutions for large companies. The I.T. Then Tagir Yapparov told about the developments of the company to provide information security. He reminded that a few years ago the Head of the Secretariat of Deputy Prime Minister of the Russian Federation Arkady Dvorkovich created an account for corporate correspondence on public service gmail. Later, some fragments of his e-mail correspondence became publically accessed. The I.T. company has the solutions of secured work with mail, documents and other corporate information. What is more, these products can be installed even on the private tablet or mobile phone. This technology will be licensed at the Federal Security Service soon.

'We must be confident that our systems are secured and safe,' told the President of Tatarstan. 'We invite you to the Republic and offer to establish a branch here.'
