Major enterprise in Nizhnekamsk starts a unique housing programme

In almost 2 years, more than 12 thousand citizens will live in two new microrayons of Nizhnekamsk. The employees of three enterprises of the city included in the group of companies TAIF will get apartments in the newly erected buildings. Among them – about 2 thousand employees of PJSC Nizhnekamskneftekhim who need better housing. All apartments will be realized in the framework of the unique housing programme that will help petrochemistry workers to acquire housing without material damage for the family budget. Each apartment is with fine finish

Almost 20 years the Nasibullins with two children had been living in malosemeika (a small apartment, usually with one room, kitchen and bathroom) at 33 square metres. 'This year it would be a kind of anniversary,' said with a smile Nasibullin Senior. But now Svetlana and Ildar Nasybullins are planning to organize the celebration for another reason: in mid-January they moved into a new three-room apartment with an area at almost 70 square meters. So they are waiting for pleasant bustle on the arrangement of their home. 'We don't have to spend a lot, we got it with fine finish: high-quality linoleum, plastic windows, glassed loggia, modern sanitary engineering, interior doors and colors of wallpaper — we are very pleased! We won't even change the door, it is very good,' said Svetlana happily.

All houses in the new residential area of Nizhnekamsk are in this perfect condition: each apartment with a fine finish, equipped with utility meters of water, gas, electricity and heat regulators. Besides, the houses are built using the best modern building technology: spacious corridors, where there are places for baby carriages, bicycles and other things, convenient, quite roomy elevators and at the entrance — a room for a concierge. Among new 'settlers' there are more and more young families with children for whom there is a playground in the yard.

The Nasibullins is one of the family dynasties that have been working for many years at the largest enterprise in Nizhnekamsk. Svetlana works as a lab technician at the plant for the production of isoprene–monomer, she monitors the quality of manufactured products. Her husband is a mechanic in the united gas rescue team, is responsible for the repair of rescue equipment.

In the ten-storey house №9 on the Fikryata Tabeeva Street built in the framework of the additional programme as part of the corporate housing policy of NKNK — there are 120 apartments: 60 of them – two-room and the same amount of three-room. Next to that house other several multi-story houses are being erected — all apartments will be distributed at a special reduced rate of lending between workers of three Nizhnekamsk companies belonging to the group of companies TAIF. 47th microrayon, where in several years 20 apartment houses with an area of almost 130 thousand square meters will have been built, in Nizhnekamsk is unofficially called as the 'microrayon of petrochemical workers'. By the way, the workers of Nizhnekamskneftekhim will get more than 1 400 apartments in 19 houses among new buildings .

NKNK was able to provide with housing in such extent only during the years of the free distribution of apartments, Nizhnekamsk gave hundreds of thousands of square meters of housing every year. But in 2005, a new Russian law made the company abandon such system that obliged the companies to go into mortgage conditions of housing distribution. For 10 years the petrochemical industry workers who needed to improve their housing conditions got 2 207 apartments, including 581 — according to local requirements, 1 132 – on Republic programme of social mortrage, 494 – on additional programme of housing construction.

The new housing programme helps to come full circle and to increase fold the number of its employees who will become the owners of comfortable apartments. It was the result of a contract between the State Housing Fund and the shareholders of the group of companies TAIF and NKNH.

They have developed jointlythe unprecedented conditions to support employees of the company: everyone who decides to get an apartment in the framework of the new programme receives incentives for down payment, for interest on a mortgage loan and life insurance during the period of payment for housing, additional payments from the company. Such conditions, NKNH believes, will allow fully provide all employees who need the improvement of living conditions with housing just for a couple of years.

Every petrochemistry worker can get an apartmenet

Since the foundation of the enterprise special attention was given to solve critical social issue of providing employees with comfortable housing in Nizhnekamskneftekhim. Of course, today not everyone can afford to buy a house without taking a loan. NKNH gives them a loan to repay the down payment to help the employees to reduce the financial burden. So, in 2015 more than 155 million rubles was allocated for this purpose. Besides, future 'settlers' among the employees of Nizhnekamskneftekhim received benefits at 11.6 million rubles from the company.

What's the appeal of the new housing programme which was launched last year by Nizhnekamskneftekhim? First, its participant can be any employee of the company who has one year service and more. This fact distinguishes it from social mortgage programmes and development of industrial complexes, according to which a worker can get a housingwith less than 21 square metres per one member of the family. The cost for one square meter is 33 thousand rubles. For comparison: an average cost of a square meter in a three-room apartment with area of 70 square meters in Nizhnekamsk is more than 40 thousand rubles, or more than 3 million rubles for the apartment. But for the Nasibullins, who received an apartment on the special NKNK programme, a three-room apartment cost 2.3 million rubles, to pay which they will during 20 years, paying 20 500 rubles per month. Moreover, 4% of the monthly fee Nizhnekamskneftekhim will return to them. 'This money will help us to pay utility bills,' said Nabiullin Senior.

Second, the down payment, which often becomes a stumbling block to the purchase of housing in a mortgage, especially for young families. NKNK helps to avoid this problem, providing, if necessary, to its employees an interest-free (!) loan in the amount of 277 000 rubles with payment deferred for 5 years. But if they want to return it earlier, there are no barriers, as well as any commission fees and fines.

Third, as we mentioned above, the company makes monthly contributions to the bank account of the participant at 4% of the amount of the monthly mortgage payment. Under two conditions — the lack of overdue payments and strict observance of labour discipline in the workplace. So, they can receive a yearly exemption at 26 thousand rubles after 5 yearsto repay a part of the cost of housing. This amount will just be deducted on the loan agreement issued for the repayment of the down payment. If the programme participant has not signed such agreement or obligations have already been fulfilled, then he or she will receive an exemption for payment of the loan agreement.

Worth the money

Financial benefit to the petrochemical workers entered a new programme is obvious. For example, by acquiring in the framework of the programme a one-room apartment at 42 square meters for 1 million 386 thousand rubles, the employee will pay a little more than 13 thousand rubles per month. However, the monthly income should not be less than 24 thousand rubles. This option is quite attractive for young workers of Nizhnekamskneftekhim, especially if they do not have money for a down payment the enterprise will give it to them.

As for two-room apartment (S = 57 sq. m.) at 1.8 million rubles, a payment per month will be 18.3 thousand if the monthly income of the borrower is not less than 36 233 rubles. The down payment will be only 42 770 rubles. By acquiring a three-room apartment, the down payment will be 69 500 rubles and the monthly income should be 48 000 rubles. The payment per month will be 23 500 rubles. By the way, the maternity capital can help to reduce the term or the monthly payments, that is accepted for the mortgage loan under the terms of the programme.

Next door to the Nasibullins other settlers are also moving. Here and there is the sound of a drill, trucks with new furniture are driving up to the entrances. Just for a few months of the new housing programme more than 100 families of workers have already moved to the new apartmenets. Another several multi-storey buildings will be commissioned upcoming spring and during the summer, their apartments will be realized in the framework of the housing programmes of Nizhnekamskneftekhim.
