Vyacheslav Volodin in Kazan: regards from Putin, law on robots, online bank as recipe for family happiness

The visit of the speaker of the State Duma was connected with an execution of the instruction of Vladimir Putin to the Federation Council to develop a digital economy, Tatarstan in terms of IT is an example, whose best practices they are ready to adopt even today

Vyacheslav Volodin as the chairperson of the State Duma, according to the instructions of the president, must determine what gaps in legislation hamper the development of the industry and propose a way to solve them. The visit to Tatarstan is natural, given the task that has been assigned to the chairman of the State Duma. Kazan is positioned as the IT capital of Russia and the leader in providing electronic services. According to the May decrees of Putin, they should cover 70% of inhabitants of Russia by 2018. By the end of 2015, in Tatarstan, this figure is 65% — the highest in the country.

Volodin was told about the portal of public services and the electronic government, about e-diary and teachers who can't imagine now their work without a laptop, and that they will soon have devices replaced by new ones. The speaker asked to adapt the system for the State Duma and expressed hope that it will allow them to parse ''blockages'' that have accumulated there not even since the previous convocation but even since 1994.

''The deputies will be interested in this program, it removes so many questions, it will be closer to the voter...'' said Volodin.

Then Volodin was introduced to the staff at the IT Park. Nexmed is a service allowing doctors in hospitals and clinics to make appointments quickly, send and receive tests, MaxsatPro — an application for the organisation of sporting events, Avtodoriya — a system for measuring the average speed of a car.

The recipe for family happiness

After IT-Park, Vyacheslav Volodin and the Duma delegation were taken to Innopolis. There was the continuation. But if in IT-Park they talked about startups, then in Innopolis – about IT products that are already operating or are in a high readiness. A local pride — My office — an analogue of the import popular program for work in offices and the first domestic mobile platform Sailfish. It was difficult to amaze Volodin, as he was in charge when he was working in the presidential administration for the development of the Internet. He treated everything critically, much seemed familiar to him and not having the basis of something innovative. When the Minister of Informatization and Communications of Tatarstan tried to tell him about the projects of the main partner of SEZ Innopolis — Sbertekh, Volodin even took the initiative in his own hands.

Will Innopolis be the territory of priority development?

After jokes, they got back to serious issues — the development of information technology, which at the moment is a priority for Russia. IT projects are strongly supported, one of the latest measures is tax incentives for IT companies, 14% instead of 30%. This discount will be valid until 2023. Besides, it is prescribed by law in public procurement to give preference to domestic products, not imported, if there is an analogue. Speaking of which, Volodin specially turned to the journalists, who criticized this decision.

''I urge the media that they should support such decisions, when everyone is groaning, ''we have the money withdrawn, that is why everyone is leaving''. Though through this law, we have stimulated and developed a huge number of IT companies and Russian developers. Earlier they would leave the country, create a product abroad, we bought it, adapted, but the cloud was not here, but somewhere in Arizona, and, of course, added extra value and opportunities for new discoveries and work were not in our country as well. Now, within the framework of state services, it has been fully implemented by our teams and by our developers, and they have a lot of work and prospects for the future,'' said Volodin.

After jokes, they got back to serious issues

When discussing tax incentives for IT companies, Rustam Minnikhanov suggested Volodin to equate Innopolis to a territory of priority development, where the taxes are even lower at 7.6%. The speaker replied, ''We will discuss it.''

The law for robots

The result of the trip was the declaration to establish the Council for legislative support of the digital economy under the speaker of the State Duma. The specialists of Innopolis can be the experts of the Council. Minnikhanov advised to take this seriously, he said, ''to get the status of expert platform for the State Duma is not only an opportunity to give assessments but also to promote proposals.'' One of the first topics for discussion may become the law about the relationship of the human and the robot. It is expected that the first such laws in other countries will be adopted by 2022. According to Volodin, the task is not to adapt the legislation that exists in other countries but to start the discussion and development of basic norms by ourselves.

Russia will continue to create conditions for the development of the digital economy, including in order the developers returned and came to the country. Here Vyacheslav Volodin addressed to students of Innopolis and CEOs to determine ''the conditions that they consider optimal''.
