TGC-16 be headed by ex-director of Dispatch Administration of Tatarstan’s energy system

As Realnoe Vremya found out, the director general of TGC-16 Ramil Khusainov who headed the company from its foundation leaves his post. However, the former head won't leave the enterprise. He will become the first deputy director general. The ex-director of a branch of the System Operator of the Unified Energy System (SO UES) PJSC Regional Dispatch Administration Eduard Galeyev started his work as the head of the energy company. He told our newspaper about the short-term areas and tasks of the company.

'To increase energy supply reliability'

Eduard Galeyev who was the director of a branch of SO UES PJSC Regional Dispatch Administration was appointed as director general of the company at a meeting of the Board of Directors of TGC-16 on 28 July. The order was signed on 1 August.

The new director has been working in power engineering for about 25 years. He is famous in power engineering of the Republic of Tatarstan as a talented head and smart specialist who has experience in management and planning the operation of the energy system. He participated in the adoption of all last years' key resolutions on development of the energy system of the Republic of Tatarstan, including the modernisation and construction of new generating capacities and development of the grid complex of the republic.

After the graduation from university, Galeyev taught at the Kazan State Power Engineering University. Then he dedicated two years to the Kazan CHP Plant-1. Later he was invited to the Central Dispatch Administration. 'It is when I started to grow in this area,' tells Eduard Galeyev about himself. In this sphere, the former head of the Regional Dispatch Administration occupied posts from ordinary dispatcher to managing director.

Speaking to Realnoe Vremya, he told that nowadays the enterprise had two major questions. How should the regional enterprise TGC-16 provide the population and enterprises with reliable energy supply? How should it provide the greatest profit as an enterprise of TAIF Group of Companies? These questions complement each other. And I think we will deal with them successfully. Development of generation will enhance the energy reliability of the republic and give an additional profit of the company in the future,' noted Eduard Galeyev.

Galeyev also shared his plans for a long-term deve lopment of the enterprise. 'At first the plans are simple – to scrutinise the business of TGC-16 without changing the operation of the company,' explains the new head of the company. 'As for a long-term perspective, it is necessary to optimise the work of the company, implement all the necessary equipment for work of the innovative gas turbine unit in the Kazan CHP Plant-3. And if there is a task, we will develop in Nizhnekamsk in CHP Plant 1.'

When Realnoe Vremya asked whether one of the biggest projects of Russian gas turbine unit would be put into operation in the CHPP-3on time – in the first quarter next year, Galeyev replied that he did not see any obstacles that would hinder the project from reaching the final stage. 'This project is the biggest project not only in Tatarstan but also in Russia. At the moment all the works are keeping to the schedule. I think the deadline will be met,' Eduard Galeyev assured.

The new head also told what made him accept the new offer. 'I think that TGC-16 is one of the best generating companies in Russia. Nowadays it has one of the highest indicators, a very good profitability, excellent equipment composition. Moreover, heat, steam and energy consumption of the company has a great balance, which is a rare thing for territorial generating companies now,' said Galeyev.

The gas turbine unit in the Kazan CHP Plant-3 is the biggest project not only in Tatarstan but also in Russia. At the moment all the works are keeping to the schedule. I think the deadline will be met,' Eduard Galeyev thinks.

The new director of TGC-16 noted that he has been working in energy since the early 90s. This is why he knows the problems on development of generation well. 'Probably I don't know any niceties of the development now. But I think the specialists of the company will always be able to support, help and suggest how to fulfil a certain project,' tells Eduard Galeyev. It should be noted the fact that Ramil Khusainov, who has been working in the company since its foundation and has rich experience in solving technical problems, remains as the first director general, is an advantage for the team of the new administration.

Predecessor

Ramil Khusainov headed the company from 2010 when it was founded. He rose through the ranks to become a director general of the territorial generating company in his sphere. He became a respected energy worker of the Russian Federation and honourable energy worker of the Republic of Tatarstan.

During a 6-year work as the director of TGC-16, he managed to arrange a stable and constant work of the company in the energy market of the republic. Tariffs on energy and heat generation, which are the lowest in Tatarstan, demonstrate it.

The enterprise managed to cement its leading positions in heat generation from the very beginning of its work. It occupied over a half of the heat energy market among the generating companies. For instance, according to the results in 2015, the Nizhnekamsk CHP Plant of TGC-16 reduces its brake specific fuel consumption every year, so its electricity supply reached 269,6 g/kWh in 2015, while many leading plants of the country with the latest equipment are fighting for 300 g/kWh.

Nowadays the installed energy capacity of the facilities of TGC-16 PJSC is about 1,300 MW, while the installed heat capacity reaches 5,681 Gcal/h.

Modernisation problems of technological processes and generating capacities were solved gradually. The construction of a new energy block in the Kazan CHP Plant-3 on the basis of the latest 9HA.01 gas turbine made by GE that has a capacity of 388,64 MW is an illustrative example. It is one of the most important projects of the company not only for the republic but also Russia. The unit will enable to increase energy generation and considerably reduce its brake specific fuel consumption for energy sale. Let's note that there are only five energy facilities in the world that will have this kind of gas turbine unit. When the new energy block is put into operation, the installed capacity of TGC-16's energy plant will double. It will allow to significantly reduce the deficit of electricity in the Kazan energy district.

It should be stressed that Ramil Khusainov, who is an experienced specialist in technologies, will continue his work on the solution of technical problems of the company as the first deputy director.

Set course is continued

The deputy director general at TAIF PJSC on Energy and IT, the chairman of the Board of Directors at TGC-16 PJSC Ruslan Gizzatullin called the change of the management of the energy company an ordinary process. 'Rotation of managers is a natural process in the life of any company,' Ruslan Gizzatullin explains the situation.

Commenting the new appointment, the deputy director general of TAIF on Energy noted that 'Ramil Khusainov is a top-class engineer who rose through the ranks to become a director general of the energy company. Due to his knowledge and experience, he provided its stable work at a high technological and organisational level, achieved the results that the shareholder wished. As he is good at engineering, Ramil Khusainov remains in the company and will deal with equipment handling, enhancement of the production processes of the company and creation and realisation of plans for modernisation and reconstruction of the main funds of TGC-16 PJSC'.

According to Gizzatullin, Eduard Galeyev and the team of TGC-16 PJSC will have to continue the course for modernisation of the generating capacities of the company, which was set, in order to provide the greatest level of reliability and efficiency of production processes as well as manifold increase of heat and energy production volumes for the most favourable tariffs for consumers of the Republic of Tatarstan.

Working career:

  • Since 1992, he has been working in the energy system of Tatarstan
  • From 1994 to 2008, had different posts at Tatenegro's Central Dispatch Administration.
  • From 2008 to 2016, director at System Operator the Unified Energy System PJSC, branch of SO UES PJSC Regional Dispatch Administration.
  • Since 1 August 2016, director general at TGC-16 PJSC.

Married, has two sons.
